Respected Sir,
We are grateful for your support to Indian Institute of Information Technology, Allahabad (IIITA). A lot of money has been invested by MHRD to create a world class infrastructure, facilities and faculties in the Institute. The Institute is committed and following the goals of Late Prime Minister Shri Rajiv Gandhi Ji to establish India as a global Information Technology leader. We are very happy to see that MHRD is determined and planning to setup 20 more IIITs in the country.
We the faculty and students of IIITA are fighting against the corruption, dictatorship and autocratic leadership of the Dr. M. D. Tiwari, Director, IIITA since long time. All the members of IIITA family except some associates of Dr. M.D. Tiwari sat together and discussed how we can make IIITA to progress further and register its presence in India as well as abroad. We take this opportunity to express our displeasure over the appointment and continuation of Dr. M.D. Tiwari, Director, IIITA.
Therefore, we put before your good self the following representation, with a great expectation and hope that you will consider it and pass orders to ensure academic and corruption free environment in IIITA.
1. The present Director of IIITA Dr. M.D. Tiwari must be removed because he has cleverly changed the Memorandum of Association (MOA) Rules of IIITA and manipulating MHRD. According to UGC regulations his term is expiring on June 27th, 2013 and he is willing to continue by in accordance to the amended MOA rules of the institute.
2. To take action based on findings of enquiry committee constituted by Chairman, BoG, IIITA and MHRD after the sad demise of Mr. Akshay Tyagi (a student of IIITA) and student’s agitation in April 2011. The enquiry was against the administration and Director of the Institute. It is surprising that the Dr. M. D. Tiwari is keeping the report with him since last 20 months without any action by any higher official of the Institute or MHRD. Please consider the findings of the said report and take action accordingly.
3. A CBI enquiry against the Director on the following issues:
i. The appointment and continuation of Dr. M.D. Tiwari as Director of IIITA.
ii. Appointment of retired officials in regular grades.
iii. Cause of losses as reported in audit reports of IIITA.
iv. Financial anomalies in the fund utilization of funded projects.
v. To provide undue financial benefits m/s Atul Kumar Gupta.
vi. To provide undue financial benefits to m/s Kee Lok Security.
vii. To provide undue financial benefits to ms/Delhi Haat, Allahabad.
viii. To provide undue financial benefits to m/s A K Joshi and Associates.
ix. To provide undue financial and other benefits to the family of Dr. Anurika Vaish,
Professor, IIITA including her Mother, Father, Brother and Maternal Uncle (Mr. Atul Kumar Gupta).
x. Collusion of Anurika Vaish, Vrijendra Singh, Abhishek Vaish, R.B. Singh, R.C Tripathi, G N Pandey etc.) with Dr. M.D. Tiwari in financial frauds.
xi. The admission of the following candidates:
a.Aniket Gupta, Enroll No.: R200524, B.tech (IT), batch 2005 – 2009.
b.Anirban Nandi, Enroll No.: IIT2006100, B.Tech (IT) batch 2006-2010

Facts of the Matter in Support of our Demand
We would like to draw your attention to the gross violation of rules and regulations in finance, appointment at IIITA by Dr. Murli Dhar Tiwari, Director, Indian Institute of Information Technology – Allahabad (IIITA). He has cleverly changed the Memorandum of Association (MOA) Rules of IIITA and manipulating MHRD. Few facts are given with proofs with this letter. If you put some moment from your valuable time to the following points, you will get the point how the Director, IIITA changes the guidelines as per his requirement. Even Dr. Tiwari has mislead the faculty members at IIITA by the name of Prime Minister office.
1. Dr. M D Tiwari was appointed as Director IIITA in January 2002. Before that he was the OSD from the start of IIITA. His first term was over in January 2007 and he was selected for a second term starting from January 2007. The second term was over in January 2012. However, he submitted an application to the MHRD that since he had officially joined his second term in December 2007, therefore, his second term should be extended to December 2012. This application was accepted by MHRD even though it was aware that Dr. Tiwari was functioning as the Director of IIITA during the period January 2007 to December 2007. Advertisements have come for Director, IIITA in 2011 and 2012. No result has come yet against the advertisement in 2012. Dr. M D Tiwari has not relinquished his post of Director, IIITA. Dr. Tiwari was not short listed for the interview of the Director which was held on 3rd April, 2013.
2. There was a serious students’ agitation in March / April 2011 in IIITA protesting against the appalling conditions and malpractices of Dr. M D Tiwari. The then Chairman of Board of Governors, Mr. Vijay Thaddani (CEO, NIIT) visited the campus to take stock of the situation. He then requested the MHRD to institute an enquiry committee to examine the allegations. A two member enquiry committee comprising of (Retd.) Justice A. K. Srivastava and Prof. Devi Singh (Director IIML) was constituted. They began their enquiry in June 2011 and submitted their report almost six months later. During this period Dr. M D Tiwari very cleverly changed the Memorandum of Association (MOA) of IIITA. The modified MOA abolished the earlier Board of Governors and replaced it with a new Board of Management. Interestingly, in the new dispensation, the Director is also the Chairman of the Board of Management. The report of the enquiry committee was thus sent by the MHRD to Dr. M. D. Tiwari since he was the Chairman of the new BOM. Thus, we find a curious case where the report of the enquiry committee is sent to the main accused for final decision. Moreover, when the matter was enquired through an RTI then the response was that the enquiry report has not been opened yet.
3. The new MOA is supposed to be same as that published in the Gazette of India. In fact the Gazette explicitly stipulates that no word may be added or modified by any University or Deemed to be University. However, the MOA of IIITA has been cleverly modified in some places. For example, the MOA as given in the Gazette states that the Director may continue in office, after the expiry of his term, for a period of six months or till the appointment of a new Director, whichever is earlier. The MOA of IIITA has cleverly changed the word “earlier” to “later”. It means that the current Director can continue in office as long as the new Director does not join. Thus, the current Director is manipulating the MHRD and as a result, the selection of the new Director is delaying. The appointment of new Director should be in Jan. 2012, but Dr. M D Tiwari is illegally continuing till date. Incidentally, the MHRD states that the MOA is as per the revised UGC Regulations of 2010.
4. It is well known that a Director may not take policy decisions or hold selections for the last three months of his tenure. He certainly cannot take any policy decisions or hold selections after his tenure is over. He can only look after the day to day running. However, Dr. M D Tiwari has taken major policy decisions that involve expenditure to the tune of ~ Rs. 200 Crores. A sample may be found from the newspaper report, regarding the plans for construction of a signature building at a cost of Rs. 122 crores (Hindustan Times Lucknow edition, dated 15th April 2013, pg 3). Dr. Tiwari has also held selections of faculty positions on 6th April, 2013 i.e. even after his tenure is over and all the selected candidates were given offer letters on the day of the interview itself. Most of them joined at night on the same day. It may be noted that several candidates were selected to various faculty positions even though they did not fulfill the basic eligibility condition as per UGC rules.
5. The corruption and malpractices of Dr. M D Tiwari has been reported to the CVC. On enquiring about the progress, the CVC has given the information that its findings have been sent to the MHRD (Complaint id 2365 dated December 8, 2012).
6. Obviously some faculty members and staff of IIITA are not in favor of the malpractices of Dr. M D Tiwari. In order to suppress them Dr. M D Tiwari issued a notice saying that there is a directive from the Prime Minister’s Office that regular appraisal of faculty and staff will held. It may be noted that in response to a subsequent RTI the PMO has categorically stated that no such directive has been issued. Thus, Dr. M D Tiwari was clearly lying when he said that such a directive has been issued by the PMO. However, Dr. M D Tiwari went ahead with the appraisal and used it to terminate / suspend several faculty members. It may also be noted that at least two members of the appraisal committee were persons whose wards are students of IIIT-A. Both these students have received undue benefit from the institute.
7. One of the key sections of any institution is the finance section. The members of the finance section have to ensure that all rules, regulations and procedures are followed for meeting various expenditures of the institute. However, in IIIT-A the finance section is headed by Mr. R B Singh (Deputy Registrar – Finance). His age is well over 65 (i.e. well over the superannuation age of 60). The second in command is Mr. K K Tiwari (Assistant Registrar – Finance) who is a nephew of the Director. The other officer of the finance section is Mr. S C Khare (Accounts Officer) and his age is well over 70. These people work under the advice of Mr. H D Tiwari (Advisor – Finance) whose age is well over 75. Thus, the finance section is manned by people who are either retired or close relative of the Director. Thus, the sanctity of all financial reports issued by IIIT-A is highly questionable.
8. There was a news item in the newspaper that Dr. M D Tiwari has reduced his age by 4 years.
9. Rajiv Gandhi Institute of Information Technology (RGIIT), Amethi an extension campus of IIIT Allahabad is established in 2006 by MHRD and active and tiring efforts of the congress MP of Amethi, Mr. Rahul Gandhi. RGIIT, Amethi campus was established as an extension center of IIITA managed by the management of IIITA as a forward and progressive venture of the UPA govt. Since its inception RGIIT is only offering B.Tech (IT) with an intake of 60 Students (i.e. in 9 years time). No initiatives have been taken to enhance the number of students, infrastructure and facilities at RGIIT Amethi Campus. No faculty recruited for RGIIT, Amethi Campus in spite of the fact that MHRD approved posts of faculty and staff members for RGIIT, Amethi Campus in 2008.
10. As a result of the hopeless situation in IIIT-A, more than 42 faculty members has either left the institute or their services have been terminated because they did not support the nefarious activities of Dr. M D Tiwari. As a result, there are only eight faculty members in the Information Technology division (the core area of IIIT-A) and these faculty members are catering to the requirements of more than 1200 students pursuing B. Tech.(IT) and M. Tech.(IT). We hope that you will use your good office to intervene in this matter and select the new Director so that this institute.
11. IIITA started an MBA (IT) program in 2005. Since inception Dr. Anurika Vaish is the head of the division. The program is not performing well and students are frustrated and agitated against the administration because they are not getting campus placements. More only half of MBA (IT) seats filled every year because of incompetence of Dr. Anurika Vaish but no action have been taken by the Director, IIITA to remove Dr. Anurika Vaish from the HoD post rather he is offering her incentives and promotions every year.
12. The tainted and mala fide practices of Dr. M.D. Tiwari, defamed IIIT Allahabad famous in the academic circles. As a result very few academicians applied for the post of Director, IIIT Allahabad against the recurring advertisement issued by MHRD for the same. This is also evident from the fact that against all the advertisements of recruitment of faculty member, very less number of academicians applies in IIIT Allahabad. With his self centered policies and ill practices, he is destroying the image of the Institute, the career of the students of IIIT-Allahabad & RGIIT-Amethi and also destroying the reputation of Mr. Rahul Gandhi (M.P. of Amethi) and congress in the public view.
