Save Horsepen Bayou

The Issue

The Harris County Flood Control District (HCFCD) has scheduled a construction project for Horsepen Bayou that will destroy the bayou and will not be an effective way to mitigate flooding. The project, as depicted on the HCFCD website, is drastically different from the actual construction documents that were acquired via a Texas Public Information Act request. The construction drawings show what actually will be done.

The great degree of devastation includes:

  • Almost all trees and vegetation will be removed from both banks, and the bayou will be widened up to sixty feet and steep banks will be created.
  • All wildlife, including bald eagles and over two hundred other species of birds, will be displaced by the removal of their natural habitat.
  • Five native American archeological sites will be destroyed.
  • Pipelines, including ones containing highly volatile chemicals, and an old drilling site, will be disturbed. 
  • The area will essentially become a retention ditch for upstream flooding.
  • Area property values will be negatively impacted.

There are viable alternatives, for example, the proposed upstream retention ponds. The engineering plans also did not calculate the increased mitigation achieved by Exploration Green.
