MUSKEGON COUNTY BOARD OF COMMISSIONERS 

RESOLUTION OF SUPPORT FOR CONNECTING THE COMMUNITY TO THE WATER, PORTS, AND PARKS PROPERTY 

RESOLUTION #2025-XXX 

WHEREAS, the Muskegon County Board of Commissioners recognizes the strategic importance of sustainable economic growth, environmental stewardship, and equitable public access to the Muskegon Lakeshore; and 

WHEREAS, the proposed land swap represents a transformational once-in-a-generation opportunity to reimagine how our residents and visitors interact with the Muskegon Lake shoreline; and 

WHEREAS, the proposal will more than double the amount of publicly accessible waterfront on Muskegon Lake, creating new opportunities for recreation, tourism, and community engagement; and 

WHEREAS, the concept envisions portions of private property becoming public space featuring boardwalks, green spaces, and Muskegon’s maritime monuments, while allowing other areas to be developed for new housing and business opportunities; and 

WHEREAS, the project includes the creation of a nature preserve on the City of Muskegon’s east side, the restoration of the area where the South Branch of the Muskegon River meets Muskegon Lake, and the protection of valuable wetlands within the project footprint; and 

WHEREAS, this initiative will strengthen the local economy by supporting new jobs, expanding business opportunities, and attracting private investment that complements the collaborative comprehensive plan of property realignment for public and port use on Muskegon Lake; and 

WHEREAS, with the recent removal of Muskegon Lake from the U.S. Environmental Protection Agency’s Areas of Concern list, Muskegon County has an unprecedented opportunity to demonstrate its commitment to environmental recovery, economic innovation, and improved quality of life for all residents; 

NOW, THEREFORE, BE IT RESOLVED, that the Muskegon County Board of Commissioners hereby expresses its strong support for connecting the community to the water, ports, and parks land swap concept and encourages collaboration among all relevant stakeholders to advance this initiative in a manner that maximizes economic opportunity, preserves natural resources, and creates lasting community value for current and future generations.

HS25/11-58 Move to authorize HealthWest to purchase Snare Central, from CDW-G, an approved reseller for the MiDEAL cooperative agreement, at an approximate cost of $34,146.08 and authorize the HealthWest Executive Director to sign the contract. 

HS25/11-59 Move to award RFP 25-2607, HealthWest Snow Removal, to Procare Landscape for three (3) years covering the 2025-2026, 2026-2027, and 2027-2028 winter seasons and authorize the HealthWest Director to sign the agreement contingent on Corporate Counsel's approval of the agreement.

HS25/11-60 Move to approve four (4) housing assistance senior millage grant awards totaling $89,640 for FY2026, effective October 1, 2025 through September 30, 2026 as recommended by the Senior Activities Committee, authorize the designated Senior Millage Grants Administrator to proceed with the administration of the programs, and adjust the budget accordingly. 

HS25/11-61 Move to process additional payments for the FY2025 Opioid Settlement program in the amount of $21,102, bringing total FY2025 expenses to $702,882. 

The Transportation Committee met on November 13, 2025, and I move: (Commissioner McGuigan) 
TR25/11-23 Move to approve a new facility lease with Cardinal Safety Company to rent Suites B and C in the Airport Administrative Building, authorize the Board Chair to sign the agreement upon corporate counsel review, and adjust the budget accordingly. 
TR25/11-24 Move to approve a new facility lease and concessionaire agreement with the Enterprise Leasing Company of Detroit, LLC (d/b/a Enterprise Mobility) to provide rental car services in the Airport terminal building in the amount of $12,476 per year for lease payments in addition to a concession fee of 10% of gross revenue, authorize the Board Chair to sign the necessary documents upon corporate counsel review, and adjust the budget accordingly. 
TR25/11-25 Move to approve the sale of the County-Owned box hangar at 4776 Stariha Rd to JPB Holdings in the amount of $149,000 and further move to approve a twenty (20) year ground lease with two (2) additional five (5) year extensions for 3,600 square feet of land occupied by the hangar at 4776 Stariha at a rate of $1,836 in the first year upon corporate counsel approval, authorize the Board Chair to sign the Agreement, the Administrator to sign all appropriate and necessary documents to complete the sale transaction, and adjust the budget accordingly.
