In democracy it is believed that elected candidates represent citizens and work for aspiration of the people. Past experience shows that approximately 15% of total voters in an election constituency are adequate to get elected. Fundamental reason is 50% or more don't vote at all. There are many contestants in which 3-4 are of major consideration. Therefore even 15% or less voters vote for a particular candidate the candidate gets elected. How can a candidate elected by 15% voters be people's representative? Ideally the candidate who is supported by 100% voters should be considered as people's representative. In practice it is difficult. The other solution should be the candidate should be supported by over 50% or 33% voters. This should be considered as a reasonable criterion. In order to fulfil this criterion almost all voters must vote.

Responsibility of administration is to give voter a slip which gives name in full, voter card identity number, address, pincode and photo. This slip should be made available in the area where the voter lives or supposed to vote. In case if a voter with voter card is not found in the list a certificate to that effect must be given to the citizen. In short every citizen holding voter identity card must get either of these two slips. Those who get first slip should be directed to correct booth. One person here should check the slip and the card and allow the voter to get in the queue. After vote is caste the officer who supervises/controls voting must sign and stamp the slip. This slip shall prove that a particular citizen has voted. Citizen holding other slip "Name not found in the list" shall prove that the person tried his/her best but due to administrative shortcomings could not vote.

There is a need to lock names of all persons who has been issued "Found" slip. This way duplicate voting shall be controlled. There may be more problems. All must be addressed and a solution found for nearly 100% voting. Any candidate who if not 100% at least more than 50% or 33% votes can be considered as people's representative.

Literacy of people in Bharat is unsatisfactory. Therefore, it is not possible to lay down high educational qualification. Possibly education standard could be say 9th standard pass from a recognised secondary school. This may be improved as literacy increases. Loyalty of a candidatemust be given highest consideration. This means any candidate who jumps from party to party or from independent to a party or party to independent should get negative consideration. Based on this criterion a voter who is either a member of some political party or no political party continuously for at least six years on the date of filing nomination papers for election only should be considered as qualified. However, this criterion should be applicable where loyalty is changed on and after the rule comes in to effect. This provision is very important to avoid floor crossing and horse trading. The candidate must undergo a medical examination and board of doctors should declare him fit. A person with sound health only should be allowed to contest elections.

It is a common experience that people are attracted towards politics and they join without any experience. It is generally believed that young men and women should join politics and shoulder the responsibility of governing India. This is the only profession where no qualification or experience is required. It appears the only qualification needed is ability to spend money for getting elected by any means or through any method. In my opinion there is need to change this. Experience is must for knowing aspirations of people and the way is 'social work' Therefore, there should be a rigid rule for experience of 'social work for a definite period. 5 years for election to local bodies and 15 years for 'Lok Sabha', 'Vidhan Sabha' and respective house of elders. This should be reasonable. Entry to politics must be through social work.

When a voter sees list of candidates contesting elections he/she sees that none of the candidates fulfils his/her aspirations. It becomes difficult for the voter to find a candidate to vote for. Therefore there, should be a provision to reject all candidates, if voter finds none suitable and doesn't wish to vote for any one. Hence, there should be provision in the candidates' list to vote for none. This means the election commission should add a candidate named "None from below" and should find the top position in the list. Candidates, spend quite a sum of money on propaganda. This is recovered by them through unfair means. Recovery may be 10 times or more than the actual expenditure. This means finally the funds for propaganda are provided by tax payers indirectly though. Direct funding would reduce this expenditure to a negligible value. निवेदनः भारत बचाओः ऐसा समझा जाता है की, लोकतंत्र में चुनाव जीतनेवाले उमेदवार जनता की इच्छा जानते है और वे उसी के लिये काम करते हैं। मगर पिछले कई सालों का अनुभव बताता हैं की, चुनाव जीतने के लिये चुनाव प्रभाग के 15 फी सदी वोट काफी होते हैं। इस का मूल चुनाव प्रक्रिया में 50 फी सदीसे कम वोटर हिस्सा लेते हैं। चुनाव में कई प्रत्याशी होते हैं। मगर उन में 3-4 प्रत्याशीही ध्यान देने लायक होते हैं। नतीजा यह होता हैं की, 15 फी सदी वोट जीतने के लिये काफी होते हैं। आदर्शरुप में 100 फी सदी वोट मिलनेसे ही उमेदवार जनता का सही प्रतिनिधी कहलाया जा सकता हैं। स्वाभाविक है की, यह व्यवहारिक नही है। मगर 15 फी सदीभी व्यवहारिक नही। मध्यम मार्ग यही होगा की 33-50 फी सदी के बीच में कोई आँकडा तय किया जाय। यह निर्णय लेने से 100 फी सदी वोटरों का चुनाव में हिस्सा लेना अनिवार्य होगा। यदी चुनाव में वोट देना अनिवार्य किया जाता हैं तो वोटरों को सुविधाभी देनी अनिवार्य हैं। चुनाव के पहिले शासनने हरएक वोटर को चुनावपत्र देना चाहिये। इस पत्र में वोटर की पूरी जानकारी याने नाम, पता, पिनकोड, छायचित्र, वोट देने के जगह की जानकारी होना चाहिये। यह पत्र वोटर को अपने घर में (रहने का ठिकान) मिलनी चाहिये। यदि घर में देने में असुविधा हो तो या तो इंटरनेटपर या कोई निश्चित स्थानपर देना चाहिये। इसका मतलब यह भी है कि, शासनने यह पत्र कुछ समय तैय्यार कर के रखने चाहिये। जिन का नाम वोटरसूची में नही हैं मगर वोट देने के लिये सक्षम हैं उन्हे अर्जी करनेपर इसी प्रकार का पत्र देना चाहिये. ऐसे वोटर को अगले चुनाम में हिस्सा लेने के लिये वोटर कार्ड बना के बाद में देना चाहिये। दोनो में से एक पत्र हर आदमी यो औरत के पास होना अनिवार्य करना चाहिये। यह प्रत्यक्षरुप में लाने के लिये और भी असुविधा हो सकती हैं। हरेक असुविधा का सामना कर के उपाय ढूँढना चाहिये। हर 18 साल के उपर के व्यक्ति के पास चुनाव के पहिले दोनो में से एक पत्र होना अनिवार्य होगा। एक दफे पत्र देने के बाद उस व्यक्ती के नाम दूसरा पत्र तैयार नही होना चाहिये। ऐसा इंतजाम किया जाय तो जनप्रतिनिधी उमेदवार को 33 से 50 फीसदी वोट मिल सकते हैं। अधिक जानकारी इधर प्राप्त कर सकते हैं। भारत में शैक्षणिक प्रगति हुई हैं, मगर जादातर व्यक्ति 10 वी कक्षासे कमही शिक्षित हैं। इस लिये उच्च शिक्षा चुनाव प्रत्याशी को लिये निर्धारित नही कर सकते। 9 वी कक्षा का निर्बंध जरूर रख सकते हैं। 9 वी कक्षा मान्यता प्राप्त पाठशालासे इत्तीर्ण होना आवश्यक कर सकते हैं। दूसरा निर्बंध प्रत्याशी के निष्ठापर होना चाहिये। प्रत्याशी कोई राजनैतिक पक्षसे निष्ठा रख सकता है या निष्पक्ष हो सकता है। मगर यह चुनाव के लिये अर्जी देने के पहिले कमसे कम 6 साल उसकी निष्ठा कायम होनी चाहिये। यह निकष चुनाव के कई मुद्दों का समाधान करेगा। इस के साथ यह ध्यान में रहे की, यह निकष उन प्रत्याशींओ को लागू होगा जो यह कानून जारी करने के बाद निष्ठा बदलेंगे। तिसरा निकष आरोग्य का होना चाहिये। हर प्रत्याशी शासन प्रमाणित बैद्यकिय चिकित्सकसे जाँच करवा के प्रमाणपत्र अर्जी के साथ सूपूर्द करेगा। उस के अलावा और भी निकष होने चाहिये। वर्तमान में प्रत्याशी के लिये कोई पूर्वानुभव का निकष नही हैं। यह निकष आवश्यक हैं। जनता की इच्छा जानने के लिये यह जरूरी हैं। समाजसेवा करने का अनुभव यह निकष प्रत्याशी को चुनाव में हिस्सा लेने का प्रमाणपत्र दे सकता हैं। मेरे विचारसे विधानसभा और लोकसभा के लिये 15 साल का अनुभव आवश्य होना चाहिये। दूसरे सभी चुनाव के लिये यह 5 साल का होना अनुरुप होगा। वर्तमान में प्रत्याशी के दों से जादा बच्चे होने से कुछ चुनाव में हिस्सा लेनेपर पाबंदी है। यह एक अच्छा निकष हैं। मगर उस की तामील यह नियम बनने के बाद जन्म लेनेवाले बच्चोंसे संबंधित होना चाहिये। याने की, नियम बननेसे पहले जादा बच्चें हों तो यह निकष लादना गैर होगा। यह निकष सिर्फ कानून बनने के बाद दो से जादा क्रमांक का बच्चा पैदा हो तो ध्यान में लेना चाहिये। यह कानून सभी चुनाव के लिये अनिवार्य करना चाहिये।

मेरा आखरी प्रस्ताव यह हैं की, चुनाव के लिये प्रत्याशीओं की सूची में सबसे पहले एक प्रत्याशी चुनाव आयोगने सूची के पहले क्रमांकपर जोडना चाहिये। उस का नाम "इन में से कोई नही" होना चाहिये। बहुत सारे वोटर (मतदाता) यह सोचकर मतदान में हिस्सा नही लेते की, किसी को भी मतदान करनेसे कोई फरक नही पडेगा क्यों की, कोईभी काम करने लायक नही हैं। यह प्रत्याशी सूची में होने से कई मतदाता मतदान में हिस्सा लेंगे। अधिक जानकारी इधर प्राप्त कर सकते हैं।

Make voting Compulsory.

The government declares voting day in every constituency as public holiday. Private sector also gives permission for employees to go for voting. However, in practice it is seen that on voting day citizens enjoy the holiday and not use it for voting. This is a sad state and reasons behind must be explored. Every one thinks that if I don't vote sky is not going to fall, my vote would be wasted because the candidate whom I wish to vote can never get elected, even if I don't vote so and so shall get elected and so on. A through study of entire voting process must be carried out, statistics collected and then solution found. Solutions may raise further problems so again study is needed to solve new problem. This process should continue till a flawless or nearly flawless solution is found.
Fundamental problem is to find the right booth where voter's name is registered. Those who really are serious do try to find and when not found return back without voting. Therefore the process right from registration must be studied and solutions found for every problem. When registration is done the name is written either in Roman or local language. This is then converted in other script. While doing this, mistakes occur. Result is even if the voter has name in the list it is never traceable. Second problem is while preparing voter list voter identity number is never entered. This number could be the easiest method to search voter list online. The voter list must include full name in both the scripts, voter identification number registered on the card, full address and pincode of residence area. If this is done meticulously for all voters then the problem of finding name in the list shall be taken care off.

The requirement of voting booths shall increase twice or thrice. It must be necessary to have booth for every 600 voters. Study must be carried out to decide time needed for voting by a single voter. Firstly time is needed to search list and find whether name exists in the list. Then issuing either "Found" or "Not Found" slip. Then those with "Found" slip shall wait in the queue for voting. Finally voter casts vote and the person receives certificate on the slip to that effect duly signed and stamped. Administrative staff should be given specific training about their job and also written letter showing their responsibilities and powers. They should be given at least twice the daily allowance for which individual is entitled. In addition they must be given bonus for good work and punishment for improper work and inhuman behaviour.
