The Issue

We, the undersigned citizens and stakeholders, respectfully submit this letter regarding the proposed conversion of Club Intramuros Golf Course into a forest park. 

We urge that this plan be reconsidered, as we believe that the preservation of the golf course is essential not only to our community but to the cultural, economic, and historic identity of the City of Manila. 

Club Intramuros is more than a green space—it is one of the last remaining open-air heritage landmarks within the historic walls of Intramuros. For decades, it has provided accessible recreation, employment, and a unique tourism experience unlike anywhere else in the country. 

To convert the golf course into another park, without thorough consideration, would mean the loss of a living heritage site and the erasure of many decades of history, livelihoods, and tradition. 

This course supports numerous employees, caddies, and staff who have built their lives and livelihoods around it—many of whom have been serving the community for years. The potential closure of Club Intramuros would put these people at risk of losing not only their jobs but also the dignity and stability that comes with them. 

Furthermore, while the golf course may appear to benefit only a small number of golfers at first glance, its impact is far-reaching. It attracts both local and international visitors and contributes to Manila’s tourism sector. This directly supports the goals and mandate of TIEZA (Tourism Infrastructure and Enterprise Zone Authority) by generating revenue that benefits not just the city but the nation at large. 

The course has long served as a vital piece of tourism infrastructure—balancing green space, cultural heritage, and economic sustainability. 

We fully support environmental preservation and the creation of green spaces. However, we believe that such efforts must not come at the expense of history, livelihoods, and Manila’s identity. 

Instead of erasing the golf course, we urge stakeholders to consider improvement, modernization, or integration of more sustainable practices—without sacrificing the heritage and economic benefits it already provides. 

For these reasons, we, the undersigned, oppose the conversion of Club Intramuros Golf Course into a forest park. We respectfully request that our voices be considered in any decision-making process and that a more balanced and inclusive solution be explored.
