31 is the only bus route from Camden through Swiss Cottage, Kilburn, Holland Park, and White City. 

Discounting bus 31 would mean people who live on these routes are cut out and would have to walk or use alternative routes to travel to White City, which would add to travel costs. 

Alternatively, people would have to travel in their cars but as we are trying to reduce the pollution in London this will not be a great idea.
