Managed Admission does not equal "CLOSED TO THE PUBLIC"

Hawai'i County Animal Control says that their shelter doors have been COMPLETELY closed to the community for over a year because they are operating under an Industry Standard called 'Managed Admissions'. This is NOT Managed Admissions . . . it's passing their tax-funded responsibility on to the community and other animal welfare organizations without taking on any responsibility themselves. Properly applied Managed Admissions makes sense . . . but, complete closure is taking it WAY beyond its intended purpose.
