Re: Yes on AB 595 (Bowie’s Law), as amended.

Dear Mr. Chairman and Members of the Committee,

Saving animals lives is a bi-partisan and apolitical effort that brings all citizens together to be the VOICE for those with none. 

Bowie’s law, AB 595, which has bipartisan co authors and support as proposed, would require Animal Shelters to give 72 hour notice before they euthanize adoptable animals like Bowie, a 3 month old terrified puppy who was killed although a Rescue had clearly indicated their interest in adopting him. Bowie’s Law will empower and motivate shelters to do better and kill less healthy, adoptable animals. Monies will be saved by engaging more people to help foster, volunteer and Rescue at risk adoptable animals. 

Over 100,000 animals per year lose their lives to this fate. California must and can do better. By sharing this information publically, at risk animals will have a better chance to be saved by more Rescue’s, non profits and citizens. It will improve the perception of Shelters by providing OPEN, HONEST communications regarding their plight to save animals. This notice requires literally one click of a key. 

Governor Newsom allocated $50 Million dollars in his 2020-2021 budget to make California a “no kill” state. Close to $35,000,000 remains to contribute to Bowie’s law should that be necessary. Shelters will not be required to hold animals past their average 20 day holding period but only to give notice of their intent to euthanize them before they lose their lives. Every animal should have the chance to be saved. Bowie’s law will give them that chance.

I urge you to vote to YES on Bowie’s law, AB 595 at the April 11th 2023 hearing before the Business and Professions Committee.

Summary 
Existing law declares that it is the policy of the state that no adoptable animal should be euthanized if it can be adopted into a suitable home. Existing law also declares that it is the policy of the state that no treatable animal should be euthanized. Existing law provides that a violation of the Food and Agricultural Code is a misdemeanor, unless a different penalty is expressly provided. This bill, Bowie's Law, would require all animal shelters, as defined, to provide public notice on their internet website at least 72 hours before euthanizing any animal and include the date that an animal is scheduled to be euthanized, except as provided. By creating new requirements regarding this public notice, the violation of which would be a crime, and by imposing new requirements on a public animal control agency or shelter, the bill would constitute a state-mandated local program. The bill would also require the Department of Food and Agriculture to conduct a study on the overcrowding of California's animal shelters, the ways in which the state might address animal shelter overcrowding, and the feasibility of a statewide database of dogs and cats that provides public notice and information at the statewide level, as specified. The bill would require the department to, on or before January 1, 2026, submit a report on its study findings to the Legislature, as provided. The bill would repeal these study and reporting requirements on January 1, 2027. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that with regard to certain mandates no reimbursement is required by this act for a specified reason.
