The Packet Hacking Village has too long been unrecognized as a civic entity in its own right. It's time to make change happen: declare this Village a Town, so that it may reap the benefits and rewards other towns already receive. 

The Packet Hacking Village already has agriculture (Wall of Sheep and Wall of Lambs) and as such will be a self sustaining and healthy contribution to the Las Vegas community at large.
