ACTUALIZACIÓN CIUDADANA (ESP - ENG) - ¿Cuál es la huella ambiental de la Asamblea Legislativa?
Hemos presentado formalmente solicitudes de información ante la Oficina de Información y Respuesta de la Asamblea Legislativa para conocer algo elemental: cuál es la huella ambiental del propio órgano que legisla sobre el país.
No se puede aprobar proyectos de alto impacto ecológico sin saber primero cuál es el impacto ambiental que genera la propia institución.
Estamos solicitando información concreta sobre:
– Consumo de botellas plásticas, papel y agua.
– Gestión de residuos y reciclaje.
– Uso de productos químicos institucionales.
– Existencia o no de política ambiental interna.
– Registro y destino de iniciativas ambientales archivadas o no discutidas.
– Nivel real de participación ciudadana concedida en temas ambientales.
La pregunta es simple:
¿La Asamblea mide su impacto ambiental?
¿Conoce su propia huella ecológica?
¿Tiene políticas internas de reducción de plásticos, ahorro de agua o gestión responsable de residuos?
Porque si no lo mide, no lo gestiona.
Y si no lo gestiona, no puede exigir coherencia ambiental al país.
El nivel de información que exista —o no exista— será un termómetro del nivel de conciencia ambiental institucional.
No se trata de retórica.
Se trata de datos.
Si una institución aprueba proyectos que afectan reservas forestales, fuentes de agua y biodiversidad sin publicar estudios, sin debates amplios y sin mostrar coherencia interna, entonces el problema no es solo técnico: es estructural.
También estamos solicitando el registro de iniciativas ambientales que hayan sido archivadas, no dictaminadas o congeladas. La transparencia sobre estos procesos revelará si existe voluntad real de legislar en favor del ambiente o si las decisiones responden a otra lógica.
No estamos afirmando nada por adelantado.
Estamos pidiendo información verificable.
Pero cuando el acceso a datos básicos cuesta tanto, surge una pregunta legítima:
¿Existe una política ambiental de Estado coherente en todos los niveles?
Una auditoría ambiental integral del Estado —Legislativo, Ejecutivo y demás instituciones— no sería un ataque político. Sería un ejercicio de responsabilidad democrática.
Porque el desarrollo sin medición ambiental no es progreso.
Es improvisación.
Y la improvisación ambiental, en un país vulnerable al cambio climático, se paga con agua, salud y futuro.

Seguimos esperando respuestas documentadas.

Citizen Update: Measuring the Environmental Footprint of the State
This week, we formally submitted public information requests to the Legislative Assembly of El Salvador to obtain detailed data on its institutional environmental footprint.
This action follows our ongoing efforts to defend El Espino Forest and to demand transparency regarding projects with environmental and territorial impact.
The question we are now asking is straightforward:
What is the environmental footprint of the Legislative Assembly itself?
Before approving projects that affect protected areas, water systems, biodiversity, and public land, any legislative body should first understand and disclose its own environmental impact.
We have requested official data regarding:
Plastic bottle consumption and procurement contracts
Waste management and recycling systems
Paper usage and digitalization policies
Water consumption per building
Cleaning chemicals and environmental certifications
Internal environmental reduction policies
Environmental legislative initiatives introduced, archived, or stalled
The number of public hearings granted to environmental organizations
This is not symbolic.
It is structural.
Environmental governance begins with measurement.
If an institution does not measure its own footprint, it cannot legislate responsibly on national environmental matters.
Transparency is not a political demand.
It is a democratic obligation.
The level of environmental data the Assembly can provide — or fails to provide — will serve as a clear indicator of institutional environmental awareness.
A legislature that approves projects affecting forests and water resources without demonstrating internal environmental coherence raises legitimate governance concerns.
We are not making accusations.
We are requesting verifiable data.
We are also requesting formal space for citizen participation, so that environmental concerns can be addressed through open institutional dialogue.
At the same time, we continue awaiting responses from the Ministry of Foreign Affairs regarding cooperation agreements that may affect El Espino.
Across institutions, one principle remains constant:
Environmental responsibility requires transparency.
If environmental data exists, it should be public.
If it does not exist, that absence is itself a matter of public concern.
An environmental audit of the State — Legislative, Executive, and all public institutions — is not confrontation.
It is accountability.
Development without environmental metrics is not progress.
It is blind governance.
We continue to act through legal, institutional, and peaceful channels.
We continue to measure.
And measurement, when done honestly, speaks for itself.
