COMMUNITY PETITION FOR URGENT ASSISTANCE TO JHUGROO PRIMARY SCHOOL

OUR CALL FOR URGENT HUMANITARIAN ASSISTANCE

I as an independent community activist and individual community voice  strictly via humanitarian  purposes hereby represent the undersigned parents, learners, educators,the Principal, SGB members, residents, community members and concerned citizens, respectfully call for urgent intervention and assistance for Jhugroo Primary School.
This petition is not about political parties, personalities or blaming individuals.
It is about children. It is about safety. It is about dignity. It is about protecting the right of learners and educators to teach and learn in a safe, suitable and functional school environment.
We are calling upon the KwaZulu-Natal Department of Education, relevant provincial authorities, local government and other responsible stakeholders to urgently assess and address the infrastructure challenges affecting Jhugroo Primary School.

We demand immediate Parkhomes/modular structure as temporary classrooms on Jhugroo Primary School grounds so that there is no compromising of Education to the learners at all.

OUR CONCERNS
The school requires urgent attention relating to:
Damaged and deteriorating asbestos-containing roofing requiring professional assessment and appropriate safe management/removal.
Borer infestation affecting school infrastructure.
Termite infestation affecting the prefab area.
Infrastructure that may require demolition, replacement or substantial rehabilitation where professional assessments determine that it is unsafe or unsuitable.
Stormwater and drainage problems requiring intervention.
The need for appropriately located teacher toilet facilities.
The need for a suitable staff room and kitchen facility.
The need for adequate, safe and functional classrooms and learning spaces.
The need for appropriate educational resources and infrastructure support.
TEMPORARY PARK HOMES / CLASSROOM ACCOMMODATION
Where building works, asbestos-related work, demolition or major rehabilitation could interfere with teaching and learning, we call for appropriate temporary classroom accommodation, including park homes where required, to be provided before affected classrooms are taken out of use.
Learners must not be forced to lose valuable teaching time because infrastructure repairs are taking place.
The objective should be:
REPAIR THE SCHOOL — PROTECT THE LEARNERS — PROTECT THE EDUCATORS — KEEP TEACHING AND LEARNING GOING.
WHAT WE ARE ASKING FOR
I respectfully request:
An urgent professional infrastructure and safety assessment of Jhugroo Primary School.
A written assessment identifying the required repairs, replacements, demolitions and rehabilitation.
Immediate attention to any health, safety or structural risks identified.
Professional assessment and safe management of any asbestos-containing materials.
Urgent intervention regarding the borer and termite infestations.
A practical solution to the stormwater problems.
Provision of suitable temporary classrooms/park homes/ modular structure to be installed on the school grounds as required during major construction or rehabilitation.
A clear project implementation programme and realistic timeframe.
Identification of the responsible implementing authority/agent and project officials.
Written confirmation of the funding/procurement and implementation process, where applicable.
Regular communication with me the initiator of this #Salute2Humanity Community Assistance initiative for fixing Jhugroo Primary School the Principal and the School Governing Body/Governing body.
A commitment that infrastructure work will be planned so that learner education and teaching time are protected as far as reasonably possible.
THIS PETITION IS ABOUT SOLUTIONS
We recognise that government departments have procedures, budgets, procurement requirements and technical standards that must be followed.
However, procedures must not result in vulnerable learners being forgotten or infrastructure concerns remaining unresolved indefinitely.
The KZN Department of Education states that its infrastructure functions include the planning, renovation and maintenance of departmental infrastructure and the management and delivery of infrastructure programmes.
We therefore respectfully request that the appropriate authorities engage with the school and community, assess the situation, provide a written intervention plan and commence the necessary process without unnecessary delay.
OUR HUMANITARIAN POSITION

This petition is politically neutral.
We do not seek to attack or discredit any political party, councillor, official, educator, parent or community member.
We seek accountability through constructive engagement and practical solutions. 
OUR MESSAGE
Jhugroo Primary School is not simply a building, it is a rich monument heritage and built strictly via Voluntary Labour, it has served 90 years in education to the communities near and far and the poorest of poor surrounding rural areas aswell.The actual school structure is 64years old.
It is a place where children come to learn, educators come to teach and families place their hopes for a better future.
Our children deserve safe classrooms.
Our educators deserve safe working conditions.
Our community deserves a school infrastructure plan.
And our learners deserve uninterrupted access to quality education.
We therefore call upon everyone who supports safe and dignified education to SIGN, SHARE AND SUPPORT this petition.
