Safety Ordinances for Reproductive Health Clinics
The Issue
The Napa Planned Parenthood Health Center has provided essential, affordable health care services to our community for decades. We are calling on Napa City Council and Mayor Jill Techel to implement a safety buffer zone ordinance and update Napa City ordinance 12.68.020.
The buffer zone would prevent interference at reproductive health care facilities by prohibiting the following:
- Following or harassing any person within 25 feet of the entrance of a reproductive health care facility.
- Impeding access to the door of a reproductive health care facility or shout, or cause to be produced any amplified sound beyond the volume of a conversational speaking voice, including use of a loudspeaker, bullhorn, or electronic audio instrument or device that produces or reproduces amplified sound on any public street or sidewalk within 50 feet of the property line of a property housing a reproductive health care facility.
Updating Napa City ordinance 12.68.020 would produce the following:
- Extend the central pedestrian district to include the Napa health center, so sitting or lying on public sidewalks in the central pedestrian district would also apply outside of the health center.
We urge Napa Planned Parenthood supporters to sign this petition and call on Napa City Council and Mayor Jill Techel to implement a safety buffer zone ordinance and update Napa City ordinance 12.68.020.
