

Safety of Our Furry Friends: Ensure the Safety Environment of the Stray Cats and Dogs
The Issue
The Animal Welfare Act of 1998 makes it unlawful for any person “to torture any animal, to neglect to provide adequate care, sustenance or shelter, or maltreat any animal or to subject any dog to dogfights, kill or cause or procure to be tortured or deprived of adequate care, sustenance or shelter, or maltreat or use the same in research or experiments not expressly authorized by the Committee on Animal Welfare.” The protection of the law is extended to all animals, either as objects of trade or as household pets. The law does not only involve pet owners; the same statute also covers operators or owners of facilities housing and transporting animals. The law penalizes any person that maltreats animals, may it be their pet or not.
However, the Stray Support Squad, have discovered that in San Carlos City, there are approximately 100 stray cats and dogs roaming the streets daily, most of them are homeless and have irresponsible owners, and who have also faced numerous dangers and hardships. These innocent creatures endure hunger, they are also often subjected to cruelty and neglect by some individuals, leaving them physically and emotionally scarred.
We, therefore, request the local government of San Carlos City, Pangasinan, headed by the city mayor to establish shelters and rescue centers where the stray cats and dogs can receive stability, potential rehabilitation for adoption, care, love they deserve. By this, we can protect those innocent creatures from dangers and hardships they face on the streets. It will also increased opportunities for adoption, as the shelter would serve as a centralized location where individuals and families could find and meet stray cats and dogs ready to be adopted.
