The Issue

On a gray cold and snowy December 7, 2022, TC CARES members Paul Krupin, Dave Sharp and Pam Minelli met with Representatives April Connors and Matt Klicker at the Cafe Magnolia in Kennewick and proposed new legislation to require Aviation Detection Lighting System (ADLS) to mitigate the red flashing lights at wind turbine projects statewide.

If an aircraft enters the airspace at night, the lights go on. The lights turn off when they are no longer needed. The bill reduces light pollution significantly on the 33 wind turbine projects in the state. It reduces the flashing red lights in people's homes and along the highways.

The ADLS proposal became House Bill 1173 on January 6, 2023 and we gave in person testimony to the House Environment and Energy Committee on January 16, 2023. House Bill 1173 passed the House on a vote of 94 to 1.

TC CARES gave in person testimony to what is now called the Light Pollution Mitigation SHB 1173 in the Senate Environment, Energy & Technology Committee on March 17, 2023.

On April 8, 2023, the Washington State Senate passed SHB 1173 on a vote of 84 to 1.

The bill has received overwhelming bipartisan support in spite of protests from the wind power industry.

SHB 1173 now goes to the Governor for signature.

Upon approval by the Governor, aircraft detection lighting systems approved by the Federal Aviation Administration will be required on wind turbine projects statewide whether new or retrofitted to extend their life. The bill also gives counties authorization to pass their own wind energy ordinances.

Dark skies can be safe skies.

Please sign this petition and tell the Governor to support SHB 1173.
