Safe crossing for our school children

The issue

Our children’s main school crossing is unsafe due to council not supplying a lollipop person at school hours. 
The majority of children leaving Narre Warren North primary school have to cross at an unmanned zebra crossing on the corner of Winters lane and Main st . I have previously emailed City of Casey more than 2 years ago requesting this service .
I received a disappointing and to be honest pathetic reply stating that it could not / would not be done .
Their reason would have been laughable if it wasn’t such a serious safety issue for our children.
Their answer being, “ because it’s not on the same road as the actual school, it is not required .”
Now a few arguments in reply to that absurd excuse.
I don’t find that relevant at all , considering it is the main crossing the school children use. As most of us parents that do the school drop of know, the main gate is reserved for preps only. Making the gate closest to the unmanned crossing the main gate the remaining children to enter and leave from. 

It is literally on the corner of the main school road anyway.
The crossing meets with 2 corners , hence making it even more dangerous, as driver turning left on a either side of the road , you are literally on top of the crossing. 
I myself have witnessed to many cars fail to stop when they should have, as I was practically stepping onto the crossing.
As of yesterday 25/7/22, I have received a phone call from the “Road safe” representative of Casey council. She informed me that they are adding a speed hump at the crossing this financial year. I still believe this is not good enough. She also informed me that after insulation of the speed hump, they will continue to “monitor “ the crossing to see if it is indeed working. Now commonsense suggests , you would just put the safest measure’s in place from the very start. 
She also admitted that she has records of , in her words “ a few close calls” but no injuries.

 So shall we wait for a child to be severely injured or die until something appropriate is done?

The answer I received ( this time ), for not supplying a crossing supervisor, is that “ we can’t place a lollipop person in a zebra crossing.”

“As it restricts peoples free will to cross”

Really ?  So which one is it? The original answer I received or this answer? .. more like $$$

ALL CHILDREN DESERVE TO BE SAFE WHILST LEAVING SCHOOL.  Why aren’t our extremely high council rates being used for such an important necessity? 

I am extremely grateful for your assistance to help keeping our children safe. As it’s not a matter of “if” a child gets injured, it’s a matter of “ when”.
Let’s prevent a tragedy.
