We the undersigned call on Sadiq Khan, the Mayor of London, to ensure that the former Kennington Road Police Station, which has already been listed as an ‘Asset of Community Value’, is sold to Oasis Waterloo at a fair price to be used for the benefit of the surrounding community rather than becoming yet another block of exclusive luxury flats or corporate offices.

Keeping this vital asset in the hands of the community is hugely important, for today and for generations to come. Oasis will use it to create much-needed space for local people and groups, as well as essential children’s, youth and family facilities and activities – and to offer the Met Police a free ongoing community base.

An important part of the Mayor of London’s role is to promote social development, and improvement of the environment.

However, recent years have witnessed a disturbing trend in Waterloo. With a rash of luxury flats and hotels constructed in our community, many businesses and services increasingly cater to the needs of those that are passing through. All too often, this has been to the detriment of local people and the local community.

Rather than allowing the Kennington Road Police Station site to become yet another luxury or corporate development, we ask that it is sold to Oasis to ensure that it continues its life as a building of value to the whole community.

Dear Petitioner, Thank you for the petition submitted on the change.org website “Save Kennington Police Station for local community use”. It is important to understand the constraints the Metropolitan Police Service (MPS) is working to. The Mayor has urged the Government to reverse the £850 million of cuts forced on the MPS, as well as their cuts to the preventative and youth services we need to keep our city safe. Because of Government underfunding the MPS has had to make cuts since 2013-14 and will be required to reduce expenditure by a further £263 million by 2022-23. The Mayor’s Office for Policing And Crime (MOPAC) is under a duty to have regard to the principles of value for money when disposing of property assets under the Police Reform and Social Responsibility Act 2011, and the Financial Management Code of Practice for Police Forces (Oct 2013). This is normally demonstrated by an open market exercise in line with local planning practice which gives the opportunity for all to bid. The Deputy Mayor for Policing and Crime (DMPC) has held discussions with representatives from Oasis regarding the future of the Kennington Police Station site. As this has been registered by Lambeth Council as a site of community value, community groups who express an interest within six weeks of the notification to the council of the formal decision to dispose of the site will have a period of six months (including the six weeks referred to) to develop a bid. The receipts from the disposal of police assets are used to transform and improve the MPS retained estate and its technology - to improve the policing service to Londoners – making officers more efficient and effective, and more mobile and visible. The rationalisation of the estate also generates revenue savings to support frontline policing and avoids future investment costs to maintain buildings. Before any site in excess of £1 million in value is sold, the MPS must seek the DMPC’s approval – this will be a public decision and be available on MOPAC’s website.
