These issues needs to be monitored by the local authorities to ensure people are living in a habitable home. Local authorities must enforce laws upon landlords and housing associations, they should inspect  homes to see all legal standards are met before renting out a property, make sure houses aren't empty which could possibly accommodate a families and individuals whom truly requires housing
