After Lanie Kruszewski was hit & killed on River Rd.here in Richmond, Va. a Law was passed mandating Drivers give Cyclists 3-Feet of Space on our roads. Since that Law was passed, Not a Single Sign has been put into place here in Richnond. 
Furthermore , After winning the Bid to Host the UCI Road World Championships Millions of dollars in Federal State and Local Moneys & Bike Education To Our City "Planners"? Our Streets are No Safer than before the State Law was passed. Proven by Mary Mumford Principal Gregory Muzik's Tragic Injuries From Being Hit on Patterson Avenue recently. Our Bike "Routes" & "Lanes" continue to Lack Any Info. As to where they are coming from-going to , Lead Cyclists & Drivers into a Single Lanes Without Informing Either,and No Enforced or Barrier Protected Bike Lanes.
