In an effort to give neighborhood dogs a much needed place to exercise and socialize, while reducing the number of dogs running off-leash in the Ruppert Park area and allowing dog owners to enjoy Ruppert Park with their dogs, we the undersigned, hereby petition the City of New York and/or the Department of Parks and Recreation:

1) To designate the enclosed “green” area on the northeast corner of Ruppert Park (at the corner of 91st Street & Second Avenue), as a designated off-leash area for dogs during park hours, provided that all dogs enter and exit at the 91st Street park entrance;

2) To allow dogs into the part of the park adjacent to 91st Street and adjacent to said designated off-leash area, provided that they are on leash and under control;

3) Said petition requests the expenditure of no city resources other than to open the lock on the gate to said designated off-leash area and to post a sign to inform dog owners of the location that they may bring their dogs;

4) Dog owners would agree to monitor each other to ensure that owners pick up after their dogs, and to provide a supply of plastic bags in the above areas of the park to further encourage pick up of dog waste;

5) Dogs will not be allowed in or near the playground area and will not use the 90th Street park entrance.

We believe that the granting of this petition would improve the quality of life of both dog owners and the community at large in the Ruppert Park neighborhood.
