Why will you not release information on the EQ Structural Repair Survey in Canterbury?
The issue
On 1 April 2015 a group of Canterbury Claimants (listed below) requested details on the size, scope, instructions and independence of a survey of structural repairs undertaken by EQC, Housing New Zealand and Private Insurers in Canterbury in the last 4+ years.
After two delays and numerous complaints to the Chief Ombudsman of the NZ Parliament, the Minister for Canterbury Earthquake Recovery, on behalf of the Prime Minister, released the following information to Canterbury Claimants on 11 June 2015: (You can download the Government's response here):
Canterbury Claimants are amazed the Government allowed EQC, Southern Response, IAG and Housing New Zealand to self select their own pool of only 200 properties in total, from which the Ministry of Building and Housing (now MBIE) then "randomly" selected their sample of 100 properties for inspection by one engineer on a non-intrusive basis.
EQC have "completed" nearly 70,000 repairs in Canterbury, Housing New Zealand more than 4,000 repairs, Southern Response and IAG less than 1,000 repairs between them.
It is important that the total number of properties with structural repairs is known, especially the total where repairs were completed without Council consent.
It is just as important that the sample chosen from that total was representative and chosen independently.
That has not occurred.
In addition Canterbury Claimants are very concerned that the Government has stated "the purpose of the review is to identify whether work complies with the requirements of the Building Code and Building Act 2004"
The Government goes on to confirm the "MBIE Guidelines for Canterbury do not form part of the Building Code".
Essentially the purpose (scope), size and instructions show the survey is confused, pointless and worthless to Canterbury homeowners.
Canterbury Claimants believe the instructions to the Survey clearly indicate it is a whitewash - even before the results are released.
The spreadsheet original supplied to the Prime Minister, requesting vital and specific statistics on the sample continues to be withheld without any reason.

Canterbury Claimants continue to complaint to the Chief Ombudsman about why this information continues to be withheld by Government without reason.
We appreciate the efforts of the Chief Ombudsman Offices' in their continuing, but to date unsuccessful efforts, to force the Prime Minister to release this information.

We invite New Zealanders interested in the standard of repair work carried out by EQC and Private Insurers to add their electronic signature in support of an Official Information Act (OIA) Request in respect of a Survey of Canterbury Earthquake Repairs commissioned by Cabinet.
BACKGROUND
Recently the Department of Building and Housing (now part of MBIE) issued a report showing 13 out of 14 Christchurch earthquake repairs they inspected did not comply with the Building Code.
In response, on 18 February 2015, the Minister of Earthquake Recovery, Hon Gerry Brownlee, and Minister for Building and Housing, Hon Nick Smith, ordered a new larger survey.
The Ministers have decided that a survey of about 100 randomly selected homes would be conducted by independent experts starting at the end of March 2015. The link below takes you to details relating to the Survey announcement:

INDEPENDENCE IS PARAMOUNT
Experience has taught Canterbury Residents the importance of getting truly independent experts to provide opinions, and ensuring those experts are given clear instructions and accurate information. We want to understand more about this survey so we can better interpret the results. We want to understand if this Survey is truly independent.
If you have concerns about the repair standards we invite you to show your support of an Official Information Act 1982 (OIA) request for specific information aimed at satisfying residents of the independence, size and scope of this new survey.
