Acknowledge our right to choose
The Issue
Hundreds of thousands of learners and tens of thousands of driver trainer businesses are still unable to resume their work this month as DVSA has refused to change any of it's stringent lockdown rules since March. The Government has met all five tests and begun easing lockdown, encouraging businesses to safely resume work if they can. DVSA has assessed the risk at its theory and driving test centres and for its thousands of examiners as too high and suspended testing accordingly. This is likely to continue well into the summer, perhaps much longer, affecting all learners and trainers. There are very few examiners when compared to instructors and learners. Examiners are clearly at risk so should wait. But no tests should not mean no learning. Driving is an essential skill. Many learners are key workers that are unable to continue learning because they cannot book a test. Many are 17 years old - so at lower risk and their education is already being affected. The government has risk assessed in car working during the Covid-19 outbreak and has published guidance that helps reduce risk in vehicles. Instructors own their own business and are experts in dynamic risk assessment and are not looking to start a second wave. Many are ready to open with these assessments and necessary changes in place. Some instructors and learners do not want to resume. Some are receiving no help from grant schemes and must. As respected members of society let us make that choice. We want the DVSA to acknowledge our right to choose.
