Animal's especially dogs are considered personal property. So if your dog is a stolen. It is akin to having a laptop taken in the eyes of the law. So many puppies and dogs are currently being stolen. Puppies not old enough  to leave their mothers .

This should be seen as a serious  crime. One that carries a long příson sentence.
