Can you find out if this is cruel?

Maybe you can find out if the rspca nsw thinks this situation is cruel, because they will not tell me.There are other issues, many in fact. What about cats have to exercise and eat in an area covered in lime (irritation to paws and nose!). Lack of suitable accomodation and supervision, medical attention, etc i have photographic evidence for all this, and many others have witnessed this.
