We need to break the cycle of puppy and kitten farms in Australia and remove the impulse buy from seeing a cute puppy or kitten sitting in a shop window.  

Purchasing and Selling an animal should be a well informed decision by both the breeder and new owner.

 All litters should be registered with a governing body and not necessarily a purebred animal body as this would limit everyone to breeding purebred animals and there are quite a few cross breeds that are now very popular.  

If people are on the up and up then they should not have an issue of registering a litter of puppies or kittens with a governing body.  This body can then monitor and track each persons breeding regime and if intervention is required it can happen.

There should also be an approved breeder listing for both Purebred and Cross Breeds so that the general public can be well informed on who they are dealing with.
