

We would like to keep everyone informed on the latest developments regarding the proposed 212-unit “Quarters” project.
At the April 9, 2026, Rotonda West Association (RWA) Board Meeting, the Board formally discussed the project and took an important step by issuing a signed letter of opposition to all members of the Charlotte County Board of Commissioners. This is an encouraging development and demonstrates that the RWA is standing with Rotonda residents and actively working to help protect our community.

At this time, the application status for the proposed "Quarters" development (DRC-26-012) is listed as “Corrections Required” and has seen little recent progress. The most recent activity occurred on April 2, 2026, when a traffic study letter, prepared by one of our Traffic & Infrastructure volunteers, Steve Rubino, was uploaded to the county DRC Attachments. The lack of activity indicates that the developer is correcting outstanding/deficient items. We are continuing to monitor the application closely and will share updates as new information becomes available.
One significant issue identified involves a portion of the property that includes part of “Rotonda Plaza.” The developer is using this as buildable area in their plans. This area was originally platted and remains designated as a public right-of-way (ROW). Although it was sold to the developer, the ROW has never been vacated. For the developer to utilize this land, a public hearing will be required to vacate the ROW.
This raises important concerns. Rotonda Plaza was originally intended to function as a roadway but was never developed and currently exists as a dirt pathway. Many residents believe that if development proceeds, this corridor should be preserved as a public roadway/ access road as originally designed, which would alleviate traffic and congestion on Parade Circle. Additionally, existing utilities located beneath this area may further complicate or limit development.
Meanwhile, our research volunteers continue to actively review all aspects of the proposal. They are communicating with County officials, gathering documentation, and identifying key concerns, including:
- Traffic and infrastructure impacts
- Compatibility with the existing neighborhood
- Flooding and stormwater risks
- Potential impacts to protected species
We are also exploring options to receive a public hearing with the County Commissioners regarding our concerns about these issues. Because the current review process is administrative, a public hearing is not required. However, we are working to identify a path to bring the matter before the County Commissioners so these concerns can be formally addressed, perhaps in conjunction with the petition regarding the vacation of Rotonda Plaza. If successful, strong community attendance will be critical.
Deed Restrictions Update
Through our research, we have found that Lots 1–9, parcels zoned CT, OMI, and CG in and around the center of Rotonda and Parade Circle, are not currently subject to the same Deed Restrictions and New Construction Guidelines as the rest of Rotonda West. This gap allows high-density, multi-family developments, such as the Quarters project and the below described future developments to overwhelm Rotonda West.
With the support of the RWA, we are exploring options to establish deed restrictions for these lots to help prevent similar high-density or multi-family developments in the future. Potential restrictions may include requirements such as enclosed garages, minimum square footage (e.g., 800 sq. ft. or greater), and other standards that better align with the character of Rotonda West and match our existing multi-family deed restrictions.
Proposed Future Developments
In addition to the Quarters project, other nearby properties are currently being approved and/or marketed for high-density, multi-family developments:
- 145 Parade Circle: the Harbor West development has already received preliminary approval from Charlotte County. It is located at 145 & 155 Parade Circle (in the Broadmoor section) This Project consists of a 3 story, 32-Unit affordable housing apartment building on 3.2 acres. Note: There is also a Phase II proposed: 165 & 175 Parade Circle (in the Long Meadow Section) This project is also a 3 story, 32-Unit affordable housing apartment building on 3.2 acres. Total for both projects is 64-Units.

Write Letters to County & State Officials
Share your concerns regarding traffic, flooding, high-density developments incompatible with our community, loss of wildlife habitat, and opposition to legislation such as the Live Local Act.
Get Involved and Support Positive Change
We are encouraging the RWA to temporarily increase our annual HOA dues and use those funds for acquiring lots surrounding Parade Circle for preservation areas, with the highest priority areas being lots that directly abut existing homes in Rotonda West. Without immediate action to preserve these lands, we will be faced with extreme high-density developments including affordable housing developments. Please support the increase of HOA dues for this important cause, namely maintaining the quality of life in Rotonda West. Additionally, we are exploring land conservancy programs that may offer opportunities to protect Rotonda West from future overdevelopment.
