Rental property pool requirements and mandatory inspections for new tenants

Rental property pool requirements and mandatory inspections for new tenants
The Issue
Our beautiful son Silas passed away just shortly after his second birthday. At this time, we are looking for support with laws related to rental property inspections and requirements to keep swimming pools up to code. We're currently renting and have no power over the installation of these permanent safety precautions.
"Ten people drown every day for a total of 3,400 each year. It’s a leading cause of accidental death among children of all ages and the single leading cause of injury-related death among children ages one to four." (stopdrowningnow.org)
The Silas James Kopcsak Law would require all homeowners that are using their property as a rental with a swimming pool:
1) To install a cover over the pool.
2) Have a fence compliant with state law surrounding the pool.
3) Require alarms at doors and windows with direct access to the pool area.
4) The city/state ordinance office should have an inspection in place ensuring these safety
measures are being met prior to a rental agreement being signed by incoming tenants.
With your support, we can start a Silas James Kopcsak Law put into place to protect other families and help eliminate child drowning accidents. If these types of enforcements become law, my baby would have not died in vain. I will not get to see my son grow up and have a family of his own and I know this will never bring Silas back,if these safety measures were already in place my son would not have lost his life. I can’t change that but the goal is to help another family to never go through what my family is going through.
