
I am writing to update you on the recent changes to the traffic‑light phasing at the Tebourba Way / Romsey Road junction.
On 16 January, the signal sequencing was changed to a four‑way system, replacing the previous arrangement which allowed traffic to move in both directions along Romsey Road at the same time. I do not support this change and believe it has contributed to a significant increase in traffic congestion.
Many residents have been in touch with their concerns, reporting queues stretching back towards Maybush Corner and placing additional pressure on Winchester Road, which already experiences delays. The impact has also been felt across nearby residential streets branching off Romsey Road.
These problems have coincided with several major road works in the area which have exacerbated traffic congestion, including:
· Gas works on Winchester Road (now completed)
· The closure of Park Street
· Gas works on Coxford Road
· Further planned works on Rownhams Road and Wimpson Lane between now and May
The Council has explained that the change to the signal sequencing was introduced in response to a number of accidents at the junction over the past five years. I am told that an alternative option involving upgraded signal equipment, revised road markings and dedicated right‑turn stages on the A35 was considered, but not taken forward. I would like to see such alternatives fully considered and consulted upon.
I have asked that the lights be reverted to the previous phasing while any further options for improving safety are properly explored. The Council has confirmed that the situation will be reviewed within two weeks.
Technical issues with the lights following the initial change delayed optimisation work, and engineers have been on site making adjustments in recent days, which it is hoped will help. However, the Council has stated that if congestion remains unacceptable, the signal phasing will be restored to its previous configuration, something I am pressing for.
I am monitoring the situation closely and have asked that conditions at the junction are reviewed daily, with the option to act sooner if the recent adjustments do not lead to a clear improvement in traffic flow.
