Analysis of organizational processes and sound recording data is my expertise, making me an uniquely qualified complainant.  Those skills couldn’t be more applicable to the problems I describe here..

The Unvarnished Truth

Legal Aid BC policy provides the perfect opportunity for unaccountable BC RCMP officers to target low income people and escape consequences for all the officer’s actions between charge approval and charges resolved, as ‘stays’.

This responsibility is not shared with prosecutors.  It’s not their job to do police’s job for them. They just have to deal with the nonsense BC RCMP officers come up with in their 'investigations' by dropping cases before trial.  The overuse of ‘stays’, together with Legal Aid BC policy, entrap low income accused with no hope of protection from abuse of police power or for restitution.

Pretending, despite ample evidence to the contrary, that the BC RCMP are performing their job of investigation is neither functional or responsible.

Until there is a suitable accountability framework for the BC RCMP to control this type of disreputable behaviour, here’s a suggestion.

To focus the BC RCMP on reliable investigation practices, institute the equivalent of a margin call, regarding it a budgetary matter.

Solicit a guarantee from BC RCMP leadership (above the detachment level) at charge approval, payable in cases riddled with sub-standard investigation, violations of Charter Rights and abuses of police power, and use the proceeds to augment a change in Legal Aid BC to protect against similar abuses of police power against low income accused.
