As we approach the end of 2020 in the City of Monroe, our local animal rescues and their dedicated teams are gearing up to help our outdoor animal population survive another harsh winter.


The action set into motion by local volunteers and animal rescuers is nothing new to our City. While working with these unique groups of humans and seeing first-hand what they encounter, it is easy to see that better policies on City animal care are long overdue.  You do not have to travel far in our City to know what I am talking about. Perhaps some of you have rescued and have seen the conditions by which animals here in Monroe live.


I am mindful of local government policies, attitudes, abilities, and expectations of the people, realities of our community.  I understand that animal control enforces the minimum standards presently in operation as well as their limited resources. Nonetheless, it is time for the City of Monroe to adopt a more meaningful approach to responsible animal welfare.

We, the citizens of Monroe NC, are asking the City to form a citizens’ animal welfare Committee to collectively identify deficiencies and offer feasible solutions for our community, and for Council to act on those recommendations. A successful Committee will comprise local citizens, rescuers, and animal control representatives, providing their subject matter expertise. As we hold the seat for Union Country, I believe it is vital for Monroe to lead in a better quality of life for citizens and animals alike.
