Right to Rescue- give Samaritan’s the right to rescue animals left in hot vehicles
The Issue
South Carolina currently has no law that specifically addresses leaving dogs in unattended hot vehicles.
We, the undersigned, call on our state legislators to pass a new law that gives Samaritans the right to rescue animals left in hot cars that are not left running with the AC turned on when the outside temperature is 70°F and above.
Every year, countless animals suffer and die in hot cars because their owners leave them unattended in dangerous conditions. These animals deserve our protection and care, and it is unacceptable that current laws do not allow concerned citizens to take action in these life-threatening situations.
By passing this new law, we can empower good Samaritans to intervene and save the lives of innocent animals trapped in hot cars. This legislation will not only prevent unnecessary suffering and death, but also hold irresponsible pet owners accountable for their actions and prevent them from taking any action against Samaritans or first responders that intervene.
Additionally, the law would outline specific steps that a person can take to safely rescue an animal from a hot car, such as:
1. Checking if the vehicle is locked and if so, determining if there is a way to safely unlock it without causing damage.
a. If damage to the vehicle is necessary, samaritans may do so by breaking the window farthest from the animal to prevent further injury
2. Assess the condition of the animal inside the car and determining the best course of action to safely remove it.
3. Providing immediate care and attention to the animal, such as giving it water and moving it to a cooler area.
Contact the local authorities to report the incident and assist.
