The Issue
Successive governments have failed to deliver effective welfare schemes despite their best efforts. It is time to provide unqualified and unconditional direct cash transfers to every individual above the age of 20 to enable a decent, dignified life promised by the Constitution of India.
The petition is based on two fundamental principles that carry an intuitive appeal to rational, reasonable and most importantly generous, kind and considerate minds.
1. All natural resources belong to people. And people themselves belong to nature. We are an intricate and inalienable part of a common whole. Any and all wealth generated out of the use of national resources must be returned back to the community after deducting a reasonable payment for labour applied to produce it.
2. No income is generated in isolation. It is never solely the product of one’s own labour; even luck, talent and special skills and uncommon intelligence or genius. All human beings contribute towards generation of economic activity whether as producers or consumers or intermediaries.
One way to bring equity and fairness into the system and ensure a dignified life is by making it possible for every individual to receive an income that covers the basic necessities such as food, clothing and shelter.
Universal Basic Income is a common term used for such a scheme. But it is sadly disguised as a handout - some kind of favour that the government is doing to ordinary individuals rather than a restoration of what should be morally and legitimately due to them.
This petition demands we reorganise our economic policies and make it incumbent upon the state to
a) Provide every individual over 30 years of age; a Rs 15 Lakh interest free, hassle free loan to purchase a house and basic essentials - repayable over 20 years or as may be reasonably feasible.
b) Provide a monthly income of Rs 10,000 to every individual above the age of 20 to procure good food, clothing and general entertainment so that one is free to pursue his or own interests including doing business, profession or art, sport or undertaking an enterprise of one's choice.
