SIT-IN DEL 3 GIUGNO A PADOVA: «PERCHÉ PROPRIO L’UNIVERSITÀ DI PADOVA SEMBRA AVER VOLTATO LO SGUARDO DALL’ALTRA PARTE E ABBANDONATO GLI STUDENTI?»

«Perché proprio l’Università di Padova, nonostante il suo motto “universa universis patavina libertas”, sembra aver voltato lo sguardo dall’altra parte? Noi siamo qui per chiederlo. E non smetteremo di farlo finché non avremo una risposta!».
Si è concluso con queste parole il presidio che la comunità studentesca iraniana ha tenuto di fronte al Palazzo del Bo, sede dell’Università di Padova, lo scorso 3 giugno (a questo link un breve video con un passaggio della manifestazione: https://youtu.be/nYeuLAHMzqo Alla manifestazione hanno preso parte anche numerosi italiani in segno di solidarietà. La manifestazione si è resa necessaria a fronte di una congiuntura che, per via del conflitto in corso e dei suoi effetti, ha reso la vita accademica insostenibile per centinaia di studenti internazionali provenienti dall’Iran iscritti all’Università di Padova.
A fronte di un quadro che vede gli studenti iraniani in estrema difficoltà, gravati da problematiche burocratiche ed economiche, la risposta dell'Università di Padova è stata del tutto inadeguata. L'unica misura adottata si è rivelata un mero palliativo: la proroga della scadenza della prima rata delle tasse universitarie da luglio a settembre.
L'Ateneo padovano ha inoltre espresso totale inflessibilità sui criteri per mantenere le borse di studio (scadenze e CFU) e sulla documentazione da produrre per ottenere l’ISEE Parificato, ignorando le difficoltà di chi deve lavorare per autosostenersi e vive da mesi nell'angoscia per le proprie famiglie.
Non rispondendo neppure alla richiesta più elementare, quella di introdurre delle deroghe sui documenti necessari per l’ISEE Parificato, data l’evidente impossibilità in questo momento di reperire la documentazione necessaria presso gli uffici pubblici iraniani e le autorità consolari, si mina alle fondamenta il diritto allo studio di centinaia di studenti, i quali rischiano di perdere le borse di studio non per demerito, ma per un ostacolo burocratico del tutto indipendente dalla loro volontà.
L’Università di Padova ha inoltre imposto agli studenti iraniani tasse universitarie molto elevate, nonostante l’importo delle tasse dovrebbe essere determinato in base alla situazione economica e al reddito dello studente. Molti studenti si trovano costretti a pagare somme ingenti semplicemente per aver perso una scadenza amministrativa o per aver commesso un errore nella compilazione di un modulo, senza che venga tenuta in considerazione la loro reale condizione economica.
Durante il sit-in è stata ribadita la richiesta di interventi immediati e tangibili, richiamando i primi provvedimenti straordinari adottati da altri atenei italiani. Chiediamo che l'Università di Padova segua l'esempio virtuoso di Milano, che ha sospeso la richiesta di certificazioni oggi impossibili da reperire in Iran, o di altre Università italiane che hanno introdotto significative misure come Torino, Messina, Pavia e le Università delle Marche.
Su un punto vogliamo essere chiari: la lotta degli studenti iraniani non si ferma qui.
Ci auguriamo che la Rettrice Prof.ssa Daniela Mapelli, che pure aveva espresso parole di solidarietà a gennaio agli studenti iraniani iscritti alla propria Università, mostri quella disponibilità al dialogo finora inspiegabilmente mancata.
Se non giungeranno presto risposte istituzionali risolutive, saremo costretti a scendere ancora in piazza.

JUNE 3 SIT-IN IN PADUA: "WHY DOES THE UNIVERSITY OF PADUA, OF ALL INSTITUTIONS, SEEM TO HAVE LOOKED THE OTHER WAY AND ABANDONED ITS STUDENTS?"
"Why does the University of Padua, despite its motto ‘universa universis patavina libertas’, seem to have looked the other way? We are here to ask this question. And we will not stop asking until we receive an answer!"
These were the closing words of the rally held by the Iranian student community in front of Palazzo del Bo, the historic seat of the University of Padua, on June 3 (a short video featuring a moment of the demonstration is available here: https://youtu.be/nYeuLAHMzqo A number of Italian citizens also took part in the rally as a gesture of solidarity. The demonstration was made necessary by a critical situation which, due to the ongoing conflict and its consequences, has rendered academic life unsustainable for hundreds of international students from Iran enrolled at the University of Padua.
Faced with a scenario in which Iranian students find themselves in extreme hardship — burdened by both bureaucratic and financial difficulties — the response of the University of Padua has proved entirely inadequate. The only measure adopted has turned out to be a mere stopgap: the postponement of the deadline for the first instalment of tuition fees from July to September.
The University has furthermore shown complete inflexibility regarding the criteria for retaining scholarships (deadlines and academic credits), as well as the documentation required to obtain the ISEE Parificato (the equivalent economic indicator for international students). In doing so, it has overlooked the difficulties faced by those who must work to support themselves and who have been living for months in deep anxiety for their families back home.
The University has failed to address even our most basic request: introducing waivers for the documents required for the ISEE Parificato. Right now, it is demonstrably impossible to obtain the necessary paperwork from Iranian public offices and consular authorities. By ignoring this reality, the University is undermining the very foundations of the right to education for hundreds of students. These students risk losing their scholarships not because of poor academic performance, but due to a bureaucratic obstacle entirely beyond their control.
Moreover, the University of Padua has imposed exceptionally high tuition fees on Iranian students, despite the fact that these fees ought to be determined based on each student's financial situation and income. Many students find themselves forced to pay substantial sums simply because they have missed an administrative deadline or made an error when filling in a form, with no consideration given to their actual economic circumstances.
During the sit-in, we reiterated our call for immediate and tangible action, drawing attention to the emergency measures already adopted by other Italian universities. We call on the University of Padua to follow the lead of the University of Milan, which has suspended the requirement to submit certifications that are currently impossible to obtain in Iran. We likewise point to other Italian universities that have introduced significant measures, such as Turin, Messina, Pavia, and the Universities of the Marche region.
On one point we wish to be absolutely clear: the struggle of Iranian students does not end here.
We sincerely hope that Rector Prof. Daniela Mapelli — who, back in January, expressed words of solidarity towards the Iranian students enrolled at her University — will now show the willingness to engage in dialogue that has, until now, been inexplicably absent.
If we do not receive a concrete institutional response soon, we will be forced to take to the streets once again.
