AGGIORNAMENTO - OLTRE 1700 FIRME PER GLI STUDENTI IRANIANI DI PADOVA: L'ARTICOLO SUL “MATTINO DI PADOVA", L'INCONTRO CON L'ESU E LE RICHIESTE DEGLI STUDENTI
Grazie al fondamentale supporto di tutti coloro che hanno aderito, la petizione a difesa del diritto allo studio degli studenti iraniani ha raggiunto ad oggi più di 1700 firme.
Non si tratta solo di un numero, ma di un segnale inequivocabile: la nostra mobilitazione sta uscendo dall'ombra e sta producendo risultati concreti.
Spinta dalla forza della nostra voce collettiva, anche la stampa ha cominciato a dare spazio ai problemi degli studenti universitari iraniani a Padova. Domenica 12 aprile "Il Mattino di Padova", uno dei quotidiani cittadini più importanti, ha dedicato un lungo articolo alla nostra iniziativa, aiutandoci a portare l'emergenza davanti agli occhi dell'opinione pubblica (link all’articolo: https://tinyurl.com/vb83n8vr
L'INCONTRO CON L’ESU DI PADOVA DEL 16 APRILE E LA POSIZIONE DELLA REGIONE VENETO
Giovedì 16 aprile si è intanto tenuto un primo incontro tra una delegazione degli studenti iraniani iscritti all’Università di Padova e funzionari dell’Esu di Padova, cui ha partecipato anche un esponente del Comitato che ha promosso la petizione.
L’incontro, che ha avuto un carattere introduttivo, ha rappresentato una prima occasione per esporre i principali problemi da affrontare con urgenza.
Se su alcuni punti si è registrata una generica disponibilità non ancora concretizzatasi a cercare soluzioni, su altri aspetti la risposta continua ad essere invece, al momento, non all’altezza della gravità della situazione.
Sui problemi di carattere burocratico legati all’impossibilità di produrre i documenti indispensabili e di ottenere l’ISEE Parificato, i funzionari dell’Esu hanno riconosciuto l’esistenza del problema ma non hanno ancora individuato una soluzione in quanto non sono ancora arrivate disposizioni precise dalla Regione Veneto.
Il Comitato ha anche contattato l’ufficio “Formazione e Istruzione” della Regione Veneto, che ha sostenuto che ha risposto di non potere affrontare la situazione senza una disposizione del Ministero dell’Università e della Ricerca (MUR), in quanto, a loro avviso, la Regione non potrebbe introdurre autonomamente deroghe (per la documentazione richiesta o per la modifica della deadline) ai criteri stabiliti dalla normativa statale.
Sulla possibilità di erogare interventi economici specifici a sostegno degli studenti iraniani, i funzionari hanno espresso al momento una sostanziale chiusura – che ci auguriamo sia solo provvisoria - chiarendo che le Università del Veneto, a differenza di altre Università italiane come quelle di Milano o Torino, hanno disponibilità economiche assai limitate e che inoltre la linea guida dell’Università di Padova è di aiutare gli studenti in difficoltà, senza alcuna distinzione tra italiani e stranieri.
Proprio recentemente, invece, il Politecnico di Torino ha approvato un bando che istituisce ulteriori borse di studio agli studenti provenienti da aree di crisi internazionale che già non ne siano già titolari (link all’articolo su “La Stampa” del 07/05/2026: https://tinyurl.com/3h49wnry/
L’Università di Padova, per ora, ha posticipato il pagamento della seconda rata delle tasse universitarie, che sarà comunque dovuta. Una misura ancora insufficiente, considerato il protrarsi della situazione di conflitto internazionale e quindi della situazione di grave difficoltà economica degli studenti iraniani.
Il Comitato, prima di trarre conclusioni, intende continuare il dialogo intrapreso con l’Esu e l’Università di Padova, cercando di sollecitare un confronto su tutte quelle misure che l’università di Padova può intanto già adottare se c’è la volontà di farlo e che alleggerirebbero significativamente le problematiche che come studenti iraniani ci troviamo ad affrontare in questo periodo di crisi.
Se è innegabile che un’iniziativa a livello nazionale italiano sia necessaria ed urgente, non si può fare a meno di rimarcare ulteriormente la particolare gravità della situazione in cui versano gli studenti iraniani a Padova e in Italia, in quanto provenienti da un’area di conflitto armato e di crisi internazionale, la cui specificità richiede risposte dedicate e urgenti. Va inoltre ricordata l’unicità della situazione iraniana, con un blackout della comunicazione che non ha precedenti storici e la paralisi degli uffici statali.
Nella soluzione della questione del diritto allo studio degli studenti iraniani di Padova, che è anzitutto una elementare questione di giustizia e equità sociale, sono in gioco la credibilità e la reputazione stessa dell’Università di Padova di fronte agli studenti internazionali, considerato il valore aggiunto che essi rappresentano, sia in termini numerici che, soprattutto, di apporto scientifico-culturale.
UN PROBLEMA NON SOLTANTO TECNICO MA ANCHE UMANO
Siamo convinti che le istituzioni dovrebbero comprendere più approfonditamente ed in modo meno distaccato quanto gli eventi degli ultimi mesi abbiano inciso sugli studenti iraniani in termini di serenità e di tenuta psicologica, e come il protrarsi di uno stato di totale precarietà ed incertezza per il proprio futuro aggravi ulteriormente le cose, anche sul piano del rendimento accademico nell’immediato.
C’è una vicenda emblematica di cui si è colpevolmente parlato troppo poco: quella della morte di Matin Khademi, un brillante studente iraniano di giurisprudenza a Torino che lo scorso 29 gennaio si è tolto la vita. Lo ha fatto in un momento segnato dal profondo senso di isolamento e di disperazione per il massacro dei manifestanti avvenuto nei primi giorni di gennaio in Iran (a questo link l’articolo del “Corriere della Sera” del 30/01/2026: https://tinyurl.com/mt6rx9hb
LE PROSSIME INIZIATIVE DEL COMITATO: SOLLECITATO UN’INCONTRO CON LA RETTRICE DELL’UNIVERSITÀ DI PADOVA PROF.SSA DANIELA MAPELLI
Alla luce del quadro attuale, mentre l’Università di Padova comincia lentamente a muoversi, il Comitato continuerà la sua azione su diversi fronti:
• Verso l’Università di Padova e l’Esu: il Comitato ha chiesto formalmente in questi giorni un incontro con la Rettrice Prof.ssa Daniela Mapelli o un suo delegato per avere aggiornamenti sull’attuazione delle misure che l’Università e l’Esu si sono già impegnate ad attuare e continuare il dialogo intrapreso, rappresentando con incisività tutti gli altri problemi su cui è necessario intervenire urgentemente.
• Verso le altre istituzioni competenti: contatteremo direttamente anche il Sindaco di Padova Sergio Giordani e la Regione Veneto per chiedere, nell’ottica di un dialogo costruttivo, l’apertura di un tavolo istituzionale di crisi con la partecipazione delle diverse realtà istituzionali locali e regionali, al fine di affrontare in maniera coordinata ed organica i problemi sul tavolo, in particolare quelli che riguardano il sostegno economico e sociale agli studenti iraniani in difficoltà.
• Verso gli studenti iraniani delle altre università italiane: cercheremo di approfondire i contatti già in corso, al fine di coordinarci per agire insieme, sollecitando un’iniziativa legislativa nazionale urgente con relativo stanziamento dei fondi necessari che affronti sistematicamente i nostri problemi.
• Verso la stampa e le istituzioni: siamo pronti ad interfacciarci e a fornire tutti i dati e la documentazione di supporto a qualunque realtà istituzionale e dell'informazione che abbia sinceramente a cuore il problema.
• Verso gli studenti iraniani iscritti all’Università di Padova: siamo a completa disposizione degli studenti iraniani per raccogliere ulteriori segnalazioni e testimonianze dirette.
NON C'È TEMPO DA PERDERE
La situazione in cui versano moltissimi studenti iraniani resta drammatica.
Tra rigidità burocratiche inaccettabili, problemi economici evidenti, l'impossibilità di ricevere fondi a causa dei blocchi bancari e il peso psicologico di questa situazione, essi vedono la continuità e la serenità del loro percorso accademico messe a rischio.
Occorre agire in modo tempestivo, prima che la situazione diventi irreversibile e che la sospensione o l'abbandono degli studi si trasformi nell'unica scelta forzata per molti di noi.

UPDATE: OVER 1,700 SIGNATURES FOR IRANIAN STUDENTS IN PADUA – PRESS COVERAGE, THE ESU MEETING, AND STUDENT DEMANDS
Thanks to the vital support of everyone who has signed, the petition defending Iranian students' right to higher education has now reached over 1,700 signatures. This is more than just a number. It is an unequivocal signal that our mobilization is gaining momentum and yielding concrete results.
Empowered by our collective voice, the press has begun to cover the challenges facing Iranian university students in Padua. On Sunday, April 12, Il Mattino di Padova - one of the city's major newspapers - dedicated an in-depth article to our initiative. THE APRIL 16 MEETING WITH ESU PADUA AND THE POSITION OF THE VENETO REGION
On Thursday, April 16, a delegation of Iranian students from the University of Padua held an initial meeting with officials from ESU Padua (the Regional Agency for the Right to Higher Education). A representative from the Committee that launched this petition also attended.
Although introductory, this meeting provided a valuable first opportunity to outline our most urgent issues.
While officials showed a general willingness to seek solutions on certain points—though this has yet to materialize into action—their response to other critical matters remains inadequate given the severity of the situation.
We discussed the bureaucratic hurdles caused by the inability to provide the required documents from Iran to obtain the Equivalent ISEE (ISEE Parificato). ESU officials acknowledged the problem, but they have not yet identified a solution as they are still waiting for clear directives from the Veneto Regional Government.
The Committee also contacted the "Education and Training" (Formazione e Istruzione) Department of the Veneto Region. They replied that they cannot address the situation without a directive from the Ministry of University and Research (MUR). According to them, the Region cannot independently introduce exemptions—whether regarding required documentation or deadline extensions—to the criteria established by national regulations.
Regarding the possibility of providing specific financial aid for Iranian students, officials have largely dismissed the idea for the time being. We hope this refusal is only temporary. They explained that universities in the Veneto region have very limited financial resources compared to others in Italy, such as those in Milan or Turin. Furthermore, they stated that the University of Padua's policy is to assist all students in difficulty without distinguishing between Italian and international students.
In stark contrast, the Polytechnic University of Turin (Politecnico di Torino) recently approved a call for applications establishing additional scholarships for students from international crisis areas who do not already receive one (link to ‘La Stampa’ article: https://tinyurl.com/3h49wnry/
For now, the University of Padua has postponed the deadline to pay the second installment of university tuition fees, but the full amount is still due. We consider this measure still insufficient. It fails to account for the prolonged international conflict and the resulting severe financial hardship faced by Iranian students.
Before drawing any final conclusions, the Committee intends to continue our dialogue with ESU and the University of Padua. We will keep pushing for measures that the University could implement right now, provided the political will exists. These actions would significantly alleviate the difficulties we face as Iranian students during this crisis.
While a national initiative is undeniably urgent and necessary, we must emphasize the unique and severe situation facing Iranian students in Padua and across Italy. Because they come from an active conflict zone and an area of international crisis, their specific circumstances demand dedicated and immediate local responses. Furthermore, we must highlight the unprecedented nature of the Iranian situation, marked by a historic communications blackout and the paralysis of government offices.
Protecting the right to higher education for Iranian students in Padua is, first and foremost, a fundamental matter of justice and social equity. However, the University of Padua's own credibility and reputation among international students are also at stake. International students bring immense value to the academic community, not just in numbers, but through their vital scientific and cultural contributions.
A HUMAN PROBLEM, NOT JUST A TECHNICAL ONE
We firmly believe that institutions must adopt a deeper, more empathetic understanding of how the events of recent months have impacted the mental health and well-being of Iranian students. The prolonged state of complete precariousness and uncertainty about the future only exacerbates the situation. Inevitably, this takes a heavy toll on their immediate academic performance as well.
One emblematic tragedy has been shamefully underreported: the death of Matin Khademi, a brilliant Iranian law student in Turin who took his own life on January 29. His passing occurred during a period of profound isolation and despair following the massacre of protesters in Iran earlier that January (link to the Corriere della Sera article from January 30: https://tinyurl.com/mt6rx9hb
THE COMMITTEE'S NEXT STEPS: MEETING REQUESTED WITH UNIVERSITY RECTOR PROF. DANIELA MAPELLI
In light of the current situation, as the University of Padua slowly begins to take action, the Committee will continue its efforts on several fronts:
• With the University of Padua and ESU: We have formally requested a meeting with the Rector, Prof. Daniela Mapelli, or her delegate. We aim to receive updates on the measures the University and ESU have already committed to implementing. We also plan to continue our ongoing dialogue and assertively present all the remaining issues that require urgent intervention.
• With local and regional authorities: We will directly contact the Mayor of Padua, Sergio Giordani, and the Veneto Regional Government. In the spirit of constructive dialogue, we will request an institutional crisis roundtable. Bringing together various local and regional authorities will help us address these challenges—particularly the economic and social support for struggling Iranian students—in a coordinated and comprehensive way.
• With Iranian students at other Italian universities: We will work to strengthen our ongoing contacts to coordinate joint actions. Together, we will push for urgent national legislation and the allocation of necessary funds to systematically resolve our shared problems.
• With the press and public institutions: We are ready to engage with any institutional body or media outlet that genuinely cares about this issue, and we will willingly provide all supporting data and documentation.
• With Iranian students enrolled at the University of Padua: We remain completely at the disposal of our fellow students to collect further reports and direct testimonies.
THERE IS NO TIME TO LOSE
The situation facing many Iranian students remains critical.
They are caught between unacceptable bureaucratic red tape, severe financial hardship, and the impossibility of receiving funds from home due to international banking blockades. Combined with the heavy psychological burden of this crisis, the continuity and peace of mind necessary for their academic journeys are at serious risk.
We must act promptly before the situation becomes irreversible. Otherwise, suspending or abandoning studies will become the only choice left for many of us.
