Revoke T​.​V R/C Clubs access to Valleyview Nature Park gated access way by vehicle

The Issue

On Sunday, June 23/2024 around 6:15pm I took my two well behaved labs to  the Valleyview Nature Park in Kamloops, B.C. This area is a well-known 'off leash trail system' adjacent to Valleyview Arena, that is frequented by hundreds of users daily; children, hikers, hikers and their dogs and cyclists. One of the access points of these trails is a gated laneway that is closed to traffic approximately 355 days of the year and typically open to only service vehicles and city vehicles.

On the day of Sunday, June.23/24 around 6:15pm I pulled into the parking lot, parked and noticed the gate was open to the access point of the trails, to ensure my dogs safety I looked down the pathway to notice there were no vehicles so I deemed it safe to let my dogs off leash, as I stated it is an off-leash area where vehicles are typically prohibited. My dogs both ran to the side of the path to go pee and as they did a vehicle came from around the back of building and sped down the pathway, as it came closer I began to yell at it to stop because it was between me and my boys, yet the driver proceeded and as passing closely to my sweet boy -Bruce- who was still peeing turned his head (probably to look for mom) and got sucked under the vehicles rear passenger tire.  I watched and yelled and pleaded for the driver to stop as I seen my sweet dogs head get ran over, he yelped. As the vehicle proceeded, I continued to yell and scream, and kick at the vehicle to get the drivers attention and the driver neglectfully and criminally drove away (Criminal Code of Canada states any motorist in an accident must not flee the scene and if an animal is hit they must notify local authorities or provide aid especially for a dog that is now considered a family member as per BC Family law).  The driver belonged to a local RC club (remote control cars) that have access to the gate for their events. Now after speaking with representatives of the city of Kamloops, they assured me that the Club's access is permitted to only allow for them to unload and load their equipment, then the city expects them to park in the designated parking lot and lock the gate.  After reaching out to the neighbouring community of Juniper Ridge, other individuals have witnessed mis use of the privilege from the club as well; including speeding down the laneway and camping overnight, both prohibited by the city.  I feel this club's privilege should be revoked as they demonstrate a blatant disregard for the safety of others and  continue to misuse the area and fail to yield to pedestrians as the city expects them to.  Let us make our designated off-leash trails safe again for both pets and people and prevent any incidents like this one from happening again! NO MORE ACCESS FOR MOTORISTS (exception city, emergency and maintenance vehicles) TO VALLEYVIEW NATURE PARK VIA GATED LANEWAY!
