I have written this statement to urge our community to hold sexual predators, abusers and systems that empower and protect them accountable. My name is Kourtney Link, I am 24 years old and I live in Eau Claire, Wisconsin. I’m requesting your help for a probation revocation on a convicted sexual assault offender. These crimes involved victim teenagers under the age of 18 years old. Please sign my petition and help me. I know I can help other people struggling with triggers of being haunted by a person who did terrible things to them. Don’t stay silent! Stand up for yourself!
On October 15, 2018 I recieved news that Leigh M. Beebe was back in custody of the Eau Claire County Jail. This date marks over one year of him being an absconding (missing) Sexual Offender. On September 5, 2017 , Leigh cut off his gps tracking bracelet and disappeared from everyone, including the government worker assigned to supervise him. I heard through friends and family he had snuck into Mexico, which I wouldn’t put past Leigh. Leigh was arrested at the boarder of Mexico and Texas by US Boarder Protection. I know him very well because he was like a brother to me and he is my half sisters biological uncle. I trusted him with every part of my being. He is manipulative, educated with the law, narsassstic and a pathological liar.
The Eau Claire County Police and failed to notify the public and I of a sex offender’s absconding status. The first time I saw anything in the news was in February of 2018, nearly 5 months after he left Eau Claire County. The State of Wisconsin filed a charge on February 19, 2018 for Sex Offender Fail/Update Information- Felony H. Leigh was in court for this yesterday, October 17, 2018. His $1,000 signature bond conditions were to comply with The Sex Offender Registry. Leigh refused to sign the paper. He is raising competency concerns but that is to be addressed later once counsel is appointed.
Leigh has an assultive history according to The Eau Claire County Police; Domestic Abuse and Disorderly Conduct. The Eau Claire County used a proxy data scale to show the risk level of an offender re-offending in the future. This was done in 2012, before Leigh was convicted of 2 counts of 3rd Degree Sexual Assault (repeater) and Manufacture/deliver Schedule IV Drugs. Two class G felony’s and one class H felony. The data calculated was Leigh’s first arrest at 15 years old and 50 prior arrests (or summons, warrents for any criminal offense, ADULT). Leigh’s score was a 5/6 and he was in the highest risk range.
Since being released from prison Leigh has committed the following crimes/violations:
February 2, 2013: The court issues an injunction against the respondent directing the respondent to not engage in certain conduct- Harassment Restraining Order. (Against me, Kourtney Link, before he was sentenced to prison.)
December 16, 2013: Support of KBB, BJB, LMB, CPB. (Was in prison during this time)
November 11, 2016: Trempealeau County- Operating while Suspended. (Was released from prison just a couple weeks prior)
December 2, 2016: Eau Claire County- Operating while Suspended. Owes the court $213.93.
March 6, 2017: Eau Claire County- Operating while Suspended. Owes the court $211.56.
March 3, 2017: Jackson County- Trail for Eviction. Failure to appear. Plaintiff money request granted $3,223.75. (With RP).
March 29, 2017: Pierce County- Child Support Agency. 7-26-17 Mr. Beebe in contempt. 60 days jail or payment of $1,800 whichever occurs first. Bench warrant issued on 2-9-18.
June 2, 2017, Jackson County- Operating while Suspended. Owes the court $104.46
The State of Wisconsin filed their complaint against Leigh for the sexual assaults on July 29, 2011 and this was also Leigh’s initial appearance. The original charges were: (1) 3rd Degree Sexual Assault Repeater, (2) 2nd Degree Sexual Assault Intoxicated Victim Repeater, (3) 3rd Degree Sexual Assult Repeater, (4) 3rd Degree Sexual Assult, (5) Manufacture/Deliver Schedule IV Drugs. On 12-9-11 the defendant motioned to sever the charges; requesting 3 separate trials. 12-14-11 Court rules that the counts were improperly joined; court found KL crime to be tried seperatly from 2 counts against KH. State would requested to try my case first.
Leigh was released from jail in December 2011, a few weeks before the jury trial for my case was scheduled. 1-10-12 The jury trial for KL starts. 1-11-12 The jury convicted Leigh on Count 1- 3rd Degree Sexual Assault. 1-11-12 Cash bond ($2,000) for Leigh immediately signed, defendant cannot leave Eau Claire. 1-18-12 Scheduling Conference: Counts 2,3 and 5 to be tried on August 7, 2012 and August 8, 2012. The court decided sentencing on count 1 was to be scheduled after the second Sexual Assault Jury Trial. I will never understand why he was free to walk the streets with me for 8 months before his bond was revoked. 8-6-12 Plea Hearing, the defendants bond was revoked and was to remain in custody until Sentencing Hearing, October 18, 2012. Leigh M. Beebe found guilty of 3rd Degree Sexual Assault and Manufacture/Deliver Schedule IV Drugs.
When Leigh commited a crime against me on July 22, 2011 he was already on supervision for Criminal Damage to property and Bail Jumping. The crime occured on June 2, 2009. This was supposed to be 24 months of supervision time. Leigh also continued to get in trouble while his charges were pending in this case for almost two years. On October 15, 2009 Leigh was convicted with his 3rd Operating while Revoked. On October 8, 2009 a Domestic Abuse Temporary Restraining Order was put into place against Leigh. January 11, 2010 he Leigh was charged with Obstructing an Officer and owes $88.20 to the court still. Other than these crimes there is a long list. I could go on forever.
Leigh M. Beebe is a flight risk and a risk to our community. I want our court officials in Eau Claire County to hold offenders accountable for their actions. If Leigh is not send back to prison, he will continue committing crimes.
