The Issue

On September 13, 2026, Nicholas Njuki, 33, was shot and killed following a confrontation that began inside Quincy's Potomac Bar & Grille at Potomac Woods Plaza (1093 Seven Locks Road, Rockville, MD). According to Montgomery County Police, the confrontation started inside the restaurant. Njuki left with a companion in one vehicle; the other man involved left separately. The two vehicles crossed paths again near the shopping center entrance, where Njuki was shot and killed. As of this writing, no suspect has been identified or arrested.

Montgomery County's Board of License Commissioners has independent authority to review how a licensed establishment handles a violent confrontation on its premises — separate from the ongoing criminal investigation. We believe this incident warrants that review, and we're asking for it to happen with urgency.

We are asking Montgomery County to:

 1. Have Alcohol Beverage Services open an independent investigation into Quincy's security, staffing, and alcohol service practices on the night of September 13.

 2. Schedule an expedited show-cause hearing before the Board of License Commissioners, rather than a routine timeline.

 3. Pursue revocation of Quincy's liquor license given the severity of this incident.

 4. Publicly disclose whether Quincy's has any prior citation or violation history — information the county already tracks and the public deserves to see as part of this review.

We also believe Finmarc Management, which manages Potomac Woods Plaza, should review Quincy's lease for provisions related to public safety and nuisance conduct.

A homicide connected to a licensed establishment is a serious matter. We're asking Montgomery County to treat it as one.
