The Issue

I firmly believe that the recently introduced Graduated Driving Licensing (GDL) rules in Northern Ireland are not just unnecessary but also counterproductive. As a young driver who recently obtained my license, I find these regulations not only difficult to navigate, but they also put an undue financial burden on families like mine who are already struggling economically.

The new GDL system imposes restrictions that include an extended probationary period and limitations on the number of passengers a new driver can carry. The premise is to reduce accidents among inexperienced drivers, but I know from personal experience that these rules create more confusion and anxiety than confidence—ultimately leading to more distracted and worried young drivers rather than safer ones.

According to a study by the RAC Foundation, comprehensive driver education and road awareness programs have a far more significant impact on reducing accidents than imposing strict licensing rules. Countries that focus on education see insurance premiums fall and experience safer roads, with none of the prohibitive measures the GDL implies. Northern Ireland should take note of these successful models instead of implementing a system that may well keep young people off the road without achieving its safety goals.

Moreover, the financial impact cannot be ignored. Many families in Northern Ireland already face economic difficulties, and the added financial strain from elongated probationary periods, which can result in higher insurance costs, only exacerbates these problems. Not to mention the stress of trying to adhere to complex rules that seem designed to catch us out, rather than to support and guide us.

We need to urge the Northern Ireland government to reevaluate these regulations and replace them with more constructive measures. Options such as improved driver education programs, sponsored mentorships with experienced drivers, or more affordable access to advanced driving courses could achieve the goal of safer young drivers without the unnecessary hardship these GDL rules inflict.

Let's make our voices heard. Sign this petition to call upon the Northern Ireland Department for Infrastructure and local representatives to repeal the new Graduated Driving Licensing rules and work towards a more balanced, effective approach to new driver safety that supports young drivers instead of hindering them.
