The Issue

Updated Petition: Protecting the Murfreesboro Real Estate Community

The Murfreesboro real estate community faces an urgent public‑safety concern. On March 4, 2026, Justin Holder was indicted on multiple felony charges, including offenses involving hidden cameras, voyeuristic recording, and sexual exploitation of a minor, as reported by DNJ, WGNS, and other outlets. A criminal trial date has been set for May 10, 2027, confirming that this matter is active and moving toward adjudication.

On March 12, 2026, Holder again voluntarily retired his real estate license. This retirement is not permanent — he may reactivate his license at any time, even while awaiting trial on felony charges. 

Real estate professionals are routinely granted unsupervised access to private residences. The charges against Holder involve alleged covert recording inside private spaces, conduct that mirrors the type of access a real estate license provides. Allowing an individual facing these charges to retain the ability to reactivate a license presents an unacceptable risk to Tennessee consumers and contradicts the Tennessee Real Estate Commission’s mission to protect the public from harm.

Multiple complaints have been filed with TREC over the past year, including reports of harassment, intimidation, grooming, threats of revenge porn, and threats of bodily injury and death. These complaints come from professionals across the Real Estate, Title, and Mortgage sectors. Families relying on ethical real estate guidance have been left vulnerable and without recourse. Despite ongoing investigations, Holder has continued advertising services across multiple platforms, creating confusion about where he is authorized to practice and further eroding public trust.

Women in real estate have reported feeling unable to speak out due to fear of retaliation or career damage. The current ethics code lacks clarity on whether reporting sexual harassment is protected or whether it could be misinterpreted as “calling out” another agent. We call on TREC to modernize ethics provisions, explicitly protect women who report harassment, and ensure that reporting misconduct does not jeopardize licensure or membership.

We respectfully request that:

1. TREC immediately suspend Justin Holder’s license pending the outcome of the criminal trial.
2. All complaints filed with TREC be reviewed promptly and thoroughly.
3. TREC provide clear public guidance on how sexual‑harassment complaints are protected under current ethics rules.
4. The public be informed of any actions taken to protect consumers and industry professionals.


TREC has both the authority and the responsibility to act. Failing to suspend Holder’s license pending trial contradicts the Commission’s mission and exposes Tennessee consumers to unnecessary risk.
