Adult Protective Services confirmed it: Lewis “Dale” Painter was abused.

A government agency put it in writing—there’s a “preponderance of evidence” that Dale was a victim of abuse, neglect, or exploitation. And yet, no arrests. No facility penalties. No justice. Just a case quietly closed because “he’s no longer at risk.” That’s not protection. That’s a cover-up.

Let’s be clear:
This happened in a facility that bills Medicare and Medicaid for care they are NOT providing. That is FRAUD. And fraud against federal programs is a FEDERAL CRIME.

Where are the prosecutions?

Meanwhile, Virginia legislators like Delegate Luke Torian, Senator Frank Ruff Orrock, Delegate Mark Sickles, Senator George Barker, and Delegate Terry Kilgore keep raking in donations from long-term care lobbyists while they block every attempt at reform. They protect the predators, not the patients. 

Is taking money from the very industry you’re supposed to regulate—and then refusing to act—prosecutable? Maybe it should be.

While they do nothing, corporations are cashing in on human suffering, and taxpayers are footing the bill for abuse, neglect, and institutionalized fraud.

This is a government that lets the elderly be harmed and discarded like trash—while lobbyists get rich and lawmakers stay silent.

This is not just policy failure. This is moral rot. This is criminal neglect. This is fraud.

Where is the DOJ?
Where is the Attorney General?
Where is the accountability?

This isn’t over. Dale’s Law is coming. And so is the truth.
