I am writing to bring attention to an urgent issue that affects many academics in our state. As someone deeply invested in the field of higher education, it is disheartening to see policies that undermine the quality and fairness within our academic institutions. The Bihar Assistant Professor Statute 2026 and Advt No.-BSUSC/CAP-01 to 06/2026 dated 03.07.2026 are such policies that are in direct conflict with the UGC Regulation 2018, and it is imperative for the government to take immediate action to repeal the Statute and withdraw the advertisement.

               The University Grants Commission (UGC) Regulation 2018 was established to maintain uniform standards across universities in India. It emphasizes the need for consistent recruitment processes, transparent criteria for selection, and safeguarding the interests of academic professionals. However, the Bihar Assistant Professor Statute 2026 deviates significantly from these guidelines, threatening the integrity and fairness intended by the UGC.

               To illustrate, the UGC Regulation mandates specific qualifications and a dedicated process for the Appointment of assistant professors as per Table 3A of Regulations 2018. Yet, under the new Bihar statute and the recent BSUSC advertisement, these critical aspects are either overlooked or altered to a degree that compromises the merit-based system. Further, the current recruitment process does not ensure 100% Domicile for the people of Bihar and does not prioritize recruitment only for PhD holders from Bihar State. This not only undermines the credibility of our universities but also affects the future of aspiring educators from Bihar who have prepared themselves based on these national standards.

                   The consequences of this deviation are far-reaching. Not only does it create confusion and disparity among applicants who are vying for professorial positions, but it also improperly influences the framework within which our future generations will be educated. When educational authorities bypass central regulations, it erodes trust in the education system as a whole. How can we expect to promote an environment of academic excellence when local statutes contradict such well-established norms?

                   We must call upon the Governor of Bihar, the Hon'ble Chief Minister of Bihar, the Chairman of BSUSC, the Education Department, and the Director of Higher Education to immediately revoke the Bihar Assistant Professor Statute 2026 and cancel Advt No.-BSUSC/CAP-01 to 06/2026 dated 03.07.2026. All future recruitments must be conducted with Appointment as per Table 3A of Regulations 2018, with 100% Domicile policy implemented and recruitment to be held only for PhD holders from Bihar State. Aligning these local statutes with UGC guidelines is crucial to ensure fairness, equity, and quality in our education system. In doing so, we can restore faith in the recruitment processes and uphold the standards of higher education for which our nation strives.
