REVIVE THE PARIAN CREEK OUTLET AND THE SAN AGUSTIN CREEK RECONNECTION.

The Issue

The very outlet of the historical Parian Creek towards the Marikina River was totally ignored after it dried up during the 1960’s. Not knowing its big importance to the proper flood control of the city’s "Sentro", the Pasig City Hall let the McDonald’s restaurant, the Rio de Pasig park, some barangay facilities, and a few residential houses be built over the said outlet, killing its existence.

Due to the disappearance of the Parian Creek’s outlet, instead of being a tributary of the nearby Marikina River, the creek is fed with wastewater coming from Mcdonald’s and its close establishments, and its original flow is now on reverse a few kilometers towards the Pasig River’s Napindan Channel and the Manggahan Floodway.

During the Ondoy and Habagat incidents, both the Napindan Channel and the Manggahan Floodway overflowed, causing floodwater from these two major waterways to enter the Parian creek, bringing back its original flow to the direction of the Marikina River (which is in a much lower elevation than the Manggahan Floodway and the Napindan Channel) .

But since the creek’s outlet was irresponsibly clogged by Mcdonald’s, the Rio de Pasig park, and other nearby facilities, the floodwater coming from the two waterways gathered at the Pariancillo/Fray Felix Trillo Bridge area, causing the creek to overflow and flood the entire Pasig City Center. 

The San Agustin Creek was once linked with the Parian creek, being another outlet of the creek's flow towards the Pasig River. But during the 1970’s, the Pasig Palengke was constructed, blocking the creek’s waterway and dividing it into two drainage-converted portions. After that, A covered basketball court and some houses were also built on the connection of the San Agustin Creek and the Parian Creek, separating the two creeks apart, leaving the creek’s upper portion as an elongated pool of stagnant water.

If only the San Agustin Creek has none of these “harangs”, this creek would’ve been the second outlet of the Parian Creek’s floodwater coming from the Manggahan Floodway area during the heavy typhoon/monsoon rains. Or even vice Versa, the San Agustin creek would’ve divert the floodwater from the overflowing Pasig River towards the Parian Creek, where it will exit to the Marikina River (which is like I said, “In a much lower elevation”)

Rosario, leading it to the huge Laguna de Bay, and then exits through the Napindan Channel).
