The Issue

This petition begins with a deeply personal story. I am a parent to a wonderful daughter. We once had the joy of having two peeking ducks as part of our family - they provided us both with emotional support. But unknown to us at the time, our city bylaw classified ducks under Class 2 animals, which are not permitted as emotional support creatures. We were reluctantly forced to let them go.

These innocuous and incredibly caring creatures were not just pets to us; they were an integral part of our lives. They helped ease my daughter's anxiety in public spaces - something other pets and even medical treatments failed to achieve. Our ducks were especially cherished by a local autistic child who found profound peace and simple joy from their companionship. Their absence has left a glaring void in all our hearts.

It's not just us who find comfort in the company of these feathered friends. Many studies have indicated that interaction with animals can decrease stress in humans (American Psychological Association, 2012). Ducks, known for their calm demeanor and adaptability, can significantly contribute to fostering emotional well-being.

To this end, we urge our city officials to revise the bylaw pertaining to Class 2 animals. We respectfully request a provision allowing ducks and similarly classified fowl to be recognized as emotional support animals.
