The Issue

For those of us in West Virginia who work tirelessly to ensure that our communities have access to clean and safe drinking water, becoming a certified water operator is a significant accomplishment and responsibility. However, recent changes to the West Virginia water exam are making it increasingly difficult for aspiring operators to achieve this goal. By continually removing and replacing questions, the exam's consistency and reliability are being compromised, making it more of a struggle than ever for candidates to pass.

I speak from personal experience, as I have seen firsthand the dedication and hard work many of my colleagues have poured into preparing for this exam, only to be met with a shifting goalpost. This constant revision does not just affect the candidates but also the ability of water systems in the state to secure qualified professionals for these critical roles.

Water operators play a vital role in protecting public health, ensuring compliance with regulations, and advancing water treatment technologies. As the demand for qualified operators grows due to retirements and expanding needs, maintaining a fair and consistent testing process is imperative. According to a report by the U.S. Environmental Protection Agency, there is already a projected deficit of qualified water system operators nationwide within the next decade. West Virginia cannot afford to enlarge this gap by making certification unnecessarily difficult.

We propose that the state regulatory bodies responsible for the certification process reconsider their approach to the exam. Instead of repeatedly altering the questions, we suggest working closely with current certified operators to develop a question bank that accurately reflects both the practical and theoretical knowledge essential for the job. The exam should test relevant skills and knowledge, not serve as a barrier to entry for those eager to serve their communities in this critical capacity.

Changing the approach to the water exam in a constructive, stable manner will not only help aspiring water operators but will also safeguard public health, support our state’s infrastructure, and ensure the longevity and reliability of our water systems.

Sign this petition to call on the West Virginia state authorities to review and revise the water exam policies, aligning them with the real-world demands of water system operations and ensuring our state's water future is in capable hands.
