Presently, BC Childcare Licensing Regulations for children aged birth to 7 years old privilege indoor learning, and programs that are attached to buildings. This is hampering the growth of outdoor learning, which continues to mount in demand across BC.

There is a strong body of scholarly findings supporting the need for more time spent outdoors (TSO) for children.  There is no doubt that this is true.  However, there are barriers at the level of implementation.
