Review and replace incompatible street lighting

The Issue

Primary Concern: HOA Character & Aesthetic Consistency

Our community has a clearly established and uniform design standard, including:

•Lantern-style, residential street lighting
•A cohesive visual character across other streets
•Lighting that complements homes rather than overwhelms them

At present, Landsdowne Way, Grove Springs and a small portion of Belmont still under construction are the only roads in the neighborhood equipped with tall, high-intensity, cool-temperature LED fixtures, which:

•Visually differ from all other streets in the HOA
•Create a commercial or industrial appearance
•Break the architectural uniformity the HOA has otherwise maintained

This inconsistency is not in keeping with the residential character, design cohesion, or expectations set throughout the rest of the community.

Secondary Impacts: Light Trespass Into Homes & Yards

In addition to the aesthetic concerns, these fixtures are causing significant light trespass, including:

•Entire backyards being illuminated throughout the night
•Direct light intrusion into home interiors, bedrooms, and living spaces
•Loss of nighttime privacy and reasonable enjoyment of our properties

This level of illumination substantially exceeds what is typical or appropriate for a residential HOA setting and differs greatly from the lantern-style fixtures used elsewhere in the neighborhood.

Additional Concern: Pest Attraction & Property Impact

The installed lights emit a cool, bright LED light temperature, which is widely known to:

•Attract large numbers of insects, including beetles, flies, moths, and spiders
•Increase pest presence in yards and around homes during warmer months
•Create secondary pest issues for homeowners, including spiders congregating near doors, windows, and exterior walls

This is not only a nuisance but may also lead to increased pest control needs and maintenance costs for affected homeowners.

We respectfully request that the HOA:

  1. Review the decision and approval process for these fixtures

    2. Replace or retrofit the current lights to match the lantern-style, residential lighting used throughout the rest of the HOA

    3. Ensure future installations maintain consistent design standards across all streets, preserving the character and value of the community.

This request is made in good faith and with the goal of maintaining fairness, consistency, and livability for all homeowners within Carter Grove Plantation.
