Revert to Objective Pattern for MPSC Exams to Ensure Transparency and Fair Evaluation for Aspirants

-The Chairman, Maharashtra Public Service Commission (MPSC)
-The Chief Minister of Maharashtra

Respected Authorities,

We, the competitive exam aspirants of Maharashtra, are writing this petition with deep distress, anger, and a sense of hopelessness. Following the implementation of the descriptive exam pattern, the recent evaluation process across multiple MPSC examinations—including the Food Safety Officer (FSO), Agricultural Services, Mechanical Engineering, Civil Engineering, and the State Services (Rajyaseva) Main Examinations—has exposed massive systemic failures.
We have clear, undeniable proof from RTI copies showing that the descriptive paper checking has been completely erratic, unfair, and chaotic.
The Shocking Realities of the Current Descriptive Evaluation:

Absurd Marking Anomalies: Aspirants who wrote complete, factually correct, and accurate answers were awarded zero marks, while completely incorrect answers received full marks.
Length vs. Substance: In several shocking instances, a brief two-line answer was awarded 8 marks, while a comprehensively detailed, full-page answer received a mere 1 mark.
Gross Inconsistency: Students who wrote identical or highly similar answers received drastically different scores, proving that marking is entirely dependent on the personal whim, mood, or bias of individual examiners.

This chaotic evaluation is directly playing with the lives, mental health, and years of hard work invested by lakhs of middle-class students. Our youth and career years are being wasted due to an experimental and flawed checking system. There is widespread despair, frustration, and outrage across the entire student community in Maharashtra.
The Severe Financial Burden on Rural Students:

Massive Cost of Descriptive Coaching: The shift to a descriptive pattern forced students to buy expensive new study materials and join high-fee test series. For rural families, this has caused an immense financial strain.
Crushing Cost of Delays in Cities: Over 80% of MPSC aspirants come from rural and farming backgrounds. They stay in cities like Pune, Mumbai, or Nagpur in rented rooms and study libraries. When the exam pattern is flawed and recruitment cycles are delayed by years, their monthly expenses (rent, food, mess, library fees) keep mounting.
Farmer Debt and Mental Agony: Parents in villages often take private loans or sell their small landholdings to support their children's education in cities. The MPSC’s erratic paper checking directly destroys the hard-earned money of poor farmers, pushing rural families deeper into debt and extreme mental agony.

Why the Descriptive Pattern is Failing in MPSC:

Extreme Subjectivity and Bias: In a descriptive format, human evaluation is highly subjective. Different examiners have different standards, making a uniform, fair merit list impossible.
Lack of Standardised Moderation: The current system lacks rigorous moderation or scaling, leading to the highly erratic marking witnessed in recent technical and state services exams.
Delayed Results and Legal Hurdles: Descriptive evaluation drastically slows down the paper-checking process, resulting in delayed recruitment cycles and endless court cases over disputed marks.

The Advantages of Reverting to the Objective Pattern (OMR/MCQ):

Zero Human Bias: Objective papers are evaluated digitally via computers. This completely eliminates human error, individual examiner moods, and personal biases.
Absolute Transparency: In an objective pattern, an answer is either completely right or completely wrong. There is no room for ambiguity, manipulation, or unfair discrepancies.
Merit-Based Justice: Every single student is measured on the exact same yardstick. Hard work, accuracy, and factual knowledge are rewarded instantly and fairly.
Swift Recruitment Cycles: Computerised checking ensures rapid declarations of results, preventing delay in government appointments and saving crucial years of an aspirant's life.

Our Demands:
We earnestly appeal to the MPSC and the Government of Maharashtra to immediately stop playing with the futures of lakhs of youth, cancel the descriptive pattern, and permanently reinstate the previous Objective Pattern for all state services and technical examinations.
Give our hard work a fair chance. Save our careers. Stop the human intervention that is destroying merit.
Jai Hind, Jai Maharashtra.
