The Issue

In Maryland, this school year has brought in a new rule that strips students of their right to use phones in school. Maryland Phone-Free Schools Act is a phone ban for schools that is due to officially start in 2027-28 and is in a transition phase as of 2026-27. This blanket ban, while perhaps well-intentioned, creates more problems than it solves. When there's an emergency, a phone is often the only reliable way for students to immediately contact their parents or get critical information. Can we really afford to cut that lifeline during a crisis?

The blanket policy also overlooks practical scenarios. Imagine a fire breaking out and the need to evacuate quickly. Expecting a teacher to grab a bulky box of phones simply isn't safe or feasible, leaving students' valuable devices at risk. It is a fire hazard. This extends to other essential uses of phones, such as checking class schedules, handling urgent family matters, or managing personal issues. Treating all phone use as disruptive fails to acknowledge these necessities.

Furthermore, the ban contradicts the skills we should be teaching our students. In the adult world, managing your phone use is crucial. Without this practice in a controlled environment like school, students miss the chance to learn and understand the consequences of their actions, such as how excessive phone use could impact their grades. These are the real-world skills our education system should be instilling, fostering independence, not dependence.

Finally, consider the friction this ban causes. When teachers enforce this policy, it disrupts classes, turning every phone situation into a potential conflict. Instead of blanket enforcement, let's address and manage disruptive phone usage selectively, allowing students to learn how to integrate technology responsibly into their lives.

We must reverse this blanket phone ban in Maryland schools for the sake of safety, personal responsibility, and the practical preparation of our students. Let's not hinder their ability to grow and learn. Sign my petition to make a change for better education and safety in Maryland's schools!

“From the Office of Chairwoman Jheanelle Wilkins: Thank you very much for reaching out! We always appreciate engagement from residents and students. We’d suggest that the Maryland residents reach out to their individual state legislators representing their districts to share their views on the phone ban issue. Since the bill also passed the Senate, residents should share their views with the Senators who represent them as well. Legislative session will begin in January 2027, and the Ways and Means Committee will convene and consider all legislation then. Thank you again for contacting us regarding this important issue. Sincerely, The Office of Chairwoman Jheanelle Wilkins [Note: The Change.org Civic Engagement Team reaches out to decision makers to let them know about petitions in their community and to help facilitate engagement with supporters. The above was an email response we received regarding this petition.]”
