Revamp the DCF System to Respect Families' Rights and Provide Necessary Support Services
The Issue
As individuals desperate for change, we bring to attention the harsh reality faced by many families navigating the Department of Children and Families (DCF) system. This petition originates from a deeply personal experience with DCF when advocating for a special needs child who was negligently treated by his school. Despite the false reports made, DCF ruled in favor of the family. However, the systematic lapses in DCF resulted in the fear of utilizing their services, a sentiment echoed among many families caring for special needs children.
DCF, the government agency dedicated to the welfare of children and families, has an inspection and intervention policy that often leaves those who seek help feeling like criminals. These families need support, not intrusion and inquisition. Unfortunately, this hostile environment has evolved into a counterproductive system.
An analysis showed, many a time, services are unavoidable amidst substantiated concerns even if no crime, abuse or neglect is committed. But, a fear of rights violation discourages these families from accepting the services provided by DCF.
We petition to change the requirements and methodologies utilized by DCF. Families should not have to fear coming forward to receive services. They should not feel criminalized but rather supported, especially in times of strife. This approach necessitates a shift in DCF's interaction with households, thereby providing a supportive atmosphere for children and families who need their services.
Please change the system so that DCF can hold government and public agencies accountable for filing false reports in retaliation for a caregiver advocating.
