The Issue

Why I started this

I work in tech, and I believe AI is the future. My father-in-law served as Assistant Secretary of Labor under President Reagan and helped create the Job Training Partnership Act of 1982. Its idea was simple: when the economy changes, we invest in people instead of leaving them behind, and we do it in partnership with employers. The R3 Act is the next generation of that idea, built for the AI era.

When I look at my kids, I wonder where they'll find work if we get this wrong. People need work for income and for purpose, and communities need it to function. AI should make us stronger, not cost us our way. This is a pro-tech, pro-business, pro-work idea.

The problem

AI is changing how work gets done, and it can make our economy stronger. But when a job is replaced by AI, the person in that job deserves a path to what's next.

Right now there isn't one. When large companies cut jobs because of AI, the law only requires a notice. There's no plan to retrain people, help them into a new role, or connect them to the good jobs America can't fill. At the same time, employers across the country are looking for electricians, HVAC technicians, welders, lineworkers and nurses.

The Retain, Retrain, Redeploy (R3) Act brings those two needs together:

  1. Retain. Before an AI layoff, large, profitable companies offer affected employees open roles inside the company first.
  2. Retrain. Companies fund training so people can grow into new roles, and tax credits make keeping and retraining employees cost less than laying them off.
  3. Redeploy. Workers who do leave get paid while they retrain into skilled trades and other jobs in high demand, or can use that support to start a business of their own.

And it pays for itself. A fee applies only when a large company lets workers go for AI instead of retraining them, and companies that retrain pay less or nothing. No taxpayer money.

This is a pro-worker, pro-business idea that both parties can support. It builds on bipartisan work already underway in Congress and in states like New York, California and Connecticut.

Only profitable companies with 1,000 or more employees. Small and mid-sized businesses are not covered, and they gain a pipeline of retrained workers plus hiring credits. The program is funded by a fee on companies that lay people off for AI instead of retraining them, not by taxpayers. Companies that retain and retrain earn credits instead.

What your signature does

We're building public support before taking the R3 Act to members of Congress and state legislators from both parties. Every signature shows them that voters want a plan for workers, not just a layoff notice. Please sign, then send it to one person who cares about the future of work.
