The Issue

Thousands of Iranian students are currently losing access to TOEFL and GRE testing following recent regulatory changes. For many applicants, these exams are not optional, they are required for university admissions, scholarships, graduate programs, and academic opportunities worldwide.

Students have spent months preparing, paid exam fees, and built their application timelines around scheduled test dates. Sudden loss of access can lead to missed deadlines, delayed applications, lost scholarships, and postponed academic plans for circumstances entirely beyond students’ control.

We respectfully urge OFAC to provide a clear and lawful educational authorization or exemption for standardized academic testing, and ETS to take all necessary steps to restore TOEFL and GRE testing for students in Iran as soon as legally possible.

Educational assessment should remain accessible to students seeking legitimate academic opportunities. Students should not lose years of preparation or their chance to pursue higher education because access to required examinations has suddenly been removed.
